Description
The Agency of Substance Abuse and Mental Health Administration (SAMHSA), Center for Substance Abuse Treatment (CSAT), through the General Acquisitions Branch (GAB), Program Support Center (PSC), intends to award a 12 month sole source contract using simplified acquisition procedures to Faces and Voices of Recovery, 1010 Vermont Ave., NW, Suite 708, Washington, DC 20005. The anticipated date of award is 4/21/2006. The contractor shall be responsible for but not limited to the following: The contractor works in support of SAMHSA?s matrix area of Substance Abuse Treatment Capacity and Cross-Cutting Principles of Collaboration with Public and Private Partners; Recovery/Reducing Stigma and Barriers to Service; Cultural Competency/Eliminating Disparities. The contractor shall act as a partner for SAMHSA/CSAT?s National Alcohol and Drug Addiction Recovery Month celebration. The conractor shall work to provide 15 vignettes about persons in recovery for use in the 2007 Recovery Month materials and to include print and web-based activities. The contractor shall provide a minimum of 3,000 constituency mailing labels to SAMHSA/CSAT as well as a letter from the contractor encouraging their constituency to participate in the planning and celebration of the 2006 Recovery Month local events and activities. The mailing labels and letters will be used for the distribution of 2006 Recovery Month kits. The correct amount of letters to complete the mailing must be furnished to SAMHSA/CSAT. The agency will not duplicate the letter to fulfill the mailing. Labels and letters are due to SAMHSA/CSAT when determined by the PO. In addition, the contractor shall work with SAMHSA/CSAT to obtain voices of recovery to present at the 2006 Recovery Month kick-off press event in September. The contractor shall work with other Recovery Month contractors to ensure the inclusion of people in the recovery community as active participants in the Recovery Month Community Events/Forum to be held throughout the country in September 2006 and will assist in publicizing all SAMHSA-sponsored events to the contractor constituency. In addition, contractor will include mention of Recovery Month in their newsletters and periodic mailings and provide a direct-link to the Recovery Month wet site as well as post a Recovery Month banner on the contractor web site. Recognize HHS/SAMHSA/CSAT as partners and a funding entity of contractor in all promotional materials, literature and signage. All materials must be approved prior to publication by HHS/SAMHSA/CSAT. The contractor shall conduct four (4) teleconference sessions to be held throughout the contract year. The teleconferences will tap leaders among the recovery movement and other principles and will seek to identify messaging points, information dissemination needs, target audience identification and other efforts that will help to further education influencers connected with the availability and delivery of addiction treatment services. The contractor shall evaluate outcomes through individual participant evaluations and by documenting the number of contractor members collaborating with and developing activities for the 2006 Recovery Month activities. The contractor shall summarize proceedings, decisions and findings of the four (4) teleconference sessions and any accompanying materials will publicize this information on the Contractor's Web site. During the contract, the contractor shall maintain a list of trained individuals and organizations working to reduce stigma and discrimination throughout the country as well as a list of speaker and conference participant pool of voices of recovery. Following are the minority organizations required for inclusion. -African American population; Asian American and Pacific Islanders population -Latino/Hispanic population; Native American/Alaskan Native population -Individuals with disabilities; Individuals with co-occurring disorders -Individuals who use medication assisted therapy and options -Community-based and faith-based organizations, etc. Provide interim activity reports for the first and second quarter. In addition to the required mid-year and final reports. Information should include, but is not limited to the success and accomplishments of the tasks. Outreach effectiveness and educational outreach and best practice findings and dissemination of materials. Information should be included as to how the special population outreach to each target audience was accommodated. The report should also address major challenges, obstacles or stumbling blocks encountered while attempt to meet the goals and objectives of the project, and ways to address challenges in future efforts. The report needs to include a list of individuals and organizations with their contact information that participated in the teleconferences or were provided educational services/outreach for each quarter. The proposed simplified acquisition is for services for which the Government intends to solicit and negotiate with only one source Under authority of far 6.302. Interested persons may identify their interest by responding to the requirement within 10 days after the date of publication of this notice. A determination by the government not to compete this proposed simplified acquisition based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation is available.
