Description
This is a combined synopsis/solicitation for commercial items, prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is NHLBI-PB(HG)-2006-150-CDM, and is issued as a Request for Quotation (RFQ). The solicitation/contract will include all applicable provisions and clauses in effect through Federal Acquisition Circular 2001-27. The North American Industry Classification System (NAICS) is 423430, and size standard 100 employees are used for this requirement. There are no small business set-aside restrictions for this requirement. This acquisition is being conducted under simplified acquisition procedures in accordance with the provisions of FAR Part 13. The National Heart, Lung, and Blood Institute (NHLBI) Consolidated Operations Acquisition Centers (COAC) has a requirement for the National Human Genome Research Institute (NHGRI) of the National Institutes of Health (NIH) to purchase: one (1) each, 4-Channel upgrade (MDAC) software card, part number 7923-023 to upgrade the existing Government owned Acumen Explorer HTS 012 system, and training services for two (2) users of the Acumen Explorer laser scanning imager system with the new software card. The Acumen Explorer system is an integral component of the Kalypsys Robotic screening system. This product is unique and custom made by TTP Labtech Ltd, Melbourn SCI Park, Cambridge RD Royston SG8 6EE, Hetfordshire, United Kingdom. This product shall increase the sensitivity, resolution, and scan speed of the unit which is critical for the HTS 012 system. NHGRI needs to apply small molecule screening and discovery to the development of chemical probe research tools for use in the study of protein and cell functions, and biological processes relevant to physiology and disease. NHGRI optimizes biochemical and cellular assays submitted by the biomedical research community, performs automated high-throughput screening, and performs chemistry optimization on confirmed hits to produce chemical probes for dissemination to the research community. The following FAR Clauses apply to this acquisition: FAR Clause 52.227-1, Authorization and consent; FAR Clause 52.227-3, Patent Indemnity; FAR Clause Far Clause 52.227-11, Patent Rights-Retention by the Contractor (Short Form); Far Clause 52.227-14, Rights in Data?General; FAR Clause 52.227-16, Additional Data Requirements; FAR Clause 52.225-1, Buy American Act?Supplies. The provisions of FAR Clause 52.212-1, Instructions to Offeror-Commercial Items, apply to this acquisition. The provisions of FAR Clause 52.212-2, Evaluation - Commercial Items is applicable to this acquisition. The quotations will be evaluated based upon the offerors demonstration of meeting the specific requirements of the product requested in this synopsis. The award will be made on the basis of documented successful past performance obtained from references provided by the offeror on identical product, other relevant past performance information obtained from other sources known to the Government, the technical specifications, and price. The offerors must submit written descriptive literature of the product in their proposal, an itemized price list and warranties of the product quoted. The Government intends to evaluate proposals submitted through contracting by negotiation procedure for this acquisition. The initial offer must contain the offerors best terms from a technical and price standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. The Government may reject any or all offers if such action and waive informalities and minor irregularities in offers received. The offeror must include a completed copy of the provision of FAR Clause 52.212-3, Offeror Representations and Certifications - Commercial Items with its offer. The provisions of FAR Clause 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition. The addenda to the clause read as follows: The offeror must include in their quotation, the unit price, the list price, Installation and testing by the company Service Engineer charges, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. The Offeror must also be registered in the Government Contractor Registry System, available at http://WWW.ccr.gov. The FAR Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items - Deviation for Simplified Acquisitions, applies to this acquisition. The clauses are available in full text at http://WWW.arnet.gov/far. Interested vendors capable of furnishing the government with the item specified in this synopsis should submit two (2) printed copies of a quotation to the below address or an electronic copy to moralesc@nhlbi.nih.gov. The quotation must reference solicitation number NHLBI-PB(HG)-2006-150-CDM. The Government intends to award a contract by April 7, 2006, 9:00 a.m. E.T. All responsible sources may submit a quotation, which if timely received, shall be considered by the agency. Quotations must be submitted in writing to the National Heart, Lung, and Blood Institute, Contracts Operations Branch, Procurement Section, 6701 Rockledge Drive, Suite 6149, Bethesda, Maryland 20814-7902, Attention: Ms. Cecilia Morales. Fax quotations will only be accepted if dated and signed by an authorized company representative.
