Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Parts 12 and 13, as supplemented with additional information in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation Number NFFK0-6-196 is issued as a request for quotation. The North American Industry Classification System Code (NAICS) is 924120. The National Oceanic and Atmospheric Administration (NOAA) National Marine Fisheries Services (NMFS) requires a contractor to accomplish important tasks in support of the Office of Habitat Conservation. The Office of Habitat Conservation implements many NOAA/NMFS mandates, including the essential fish habitat (EFH), ecosystem-based approaches, environmentally sound practices for various development activities, and the overall goal of sound environmental decision making. These mandates are firmly connected with all habitat conservation activities. The contractor will help the Office and its partners gather information, prepare reports, and convert that information into position statements, presentations, technical and outreach documents, and other communication instruments. A key component is this expanded scope of work is tasks associated with habitats of anadromous fish. The contractor shall perform the following tasks: 1) Update past NOAA efforts on the population trends of estuarine-dependent finfish with regards to the nation-wide health of coastal wetlands or other habitat types, and develop a report on methodology, findings, and implications. 2) Work with other Federal agencies on a National Shoreline Management Study to examine the status of the Nation?s shoreline, which will provide a technical basis and analytical information useful in developing recommendations regarding shoreline management, including a systems approach to sand management, and roles for Federal and non-Federal participation in shoreline management. 3) Support the Office?s Anadromous Fish Team on tasks related to hydropower licensing, river health, dam and culvert removal, and other activities directly connected to NOAA mandates. 4) Assist in the implementation of the Energy Policy Act of 2005 by assisting headquarters and regional staff with preparations for trial-type hearings and alternatives analyses, as well as established protocol for HQ and Regional coordination of trial-type hearings and alternatives analyses. 5) Develop a report that outlines alternative hydro energy sources, status of proposed projects, and a review of documented impacts of projects which are already in place (U.S. and abroad). The contractor shall perform the specified tasks from the date of award for a period of six (6) months. The resulting purchase order shall be negotiated on a firm fixed price. The award shall be made on a best value basis using simplified acquisition procedures and commercial acquisition procedures. Offers will be evaluated based upon approach, past performance, and price. The solicitation document and incorporated clauses are those in effect through Federal Acquisition Circular Number 2005-07. The provisions and clauses may be downloaded at http://www.acqnet.gov/far. The following provisions and clauses shall apply to this solicitation: FAR 52.212-1, Instructions to Offerors ? Commercial, applies to this acquisition and there is no addenda to this provision; FAR 52.212-2, Evaluation ? Commercial Items. The Government shall award a purchase order resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (i) approach, (ii) past performance, (iii) price; FAR 52.213-3, Offeror Representations and Certifications ? Commercial Items, applies to this acquisition and there is no addenda to this provision; FAR 52.212-4, Contract Terms and Conditions ? Commercial Items, applies to this acquisition and there is no addenda to this provision; FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders ? Commercial Items, applies to this acquisition. All interested contractor must be actively registered in the Central Contractor Registration (CCR) at the CCR website www.ccr.gov and must provide a completed copy of the Offeror Representation and Certifications. All responsible sources that can meet the requirements and provide services listed above may respond to this combined synopsis/solicitation with a quotation addressed to Gina E.
