Description
THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. SIMPLIFIED ACQUISITION PROCEEDURES ARE UTILIZED IN THIS PROCUREMENT. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-8. The associated North American Industrial Classification System (NAICS) code for this procurement is 325414 with business size standards of 500 employees. However this requirement is unrestricted and all interested Contractors may submit a quote. *** The National Institute of Standards and Technology (NIST), has a requirement for Oriented Pyrolytic Graphite Neutron Filters to filter unwanted high energy neutrons from the detection system of the MACS neutron scattering spectrometer. The procurement covers twenty truncated rectangular pyramids of oriented pyrolytic graphite filters. Each of the twenty filters shall be denoted a filter block. The required physical dimensions and tolerances are provided in drawing 038-2453 rev 5. All interested parties must request this drawing by contacting: Tye Gibson Contract Specialist National Institute of Standards & Technology Acquisition and Logistics Division Phone: 301-975-3601 e-mail: tyegibson@nist.gov LINE ITEM 0001 Quantity?Oriented Pyrolytic Graphite for MACS scattered beam filter of accurately dimensioned oriented graphite block meeting specified chemical purity, density, and mosaic distribution. This requirement includes the following: 1) 20 truncated rectangular pyramids of oriented pyrolytic graphite (filter blocks). 2) Pre-performance material sample (one month after receipt of order and prior to beginning of the production run). 3) Certified materials analysis: The materials delivered shall be accompanied by a certified materials analysis indicating the graphite and impurity content and the average mosaic distribution in the block as measured through X-ray diffraction. The mosaic analysis requirements (Neutron measurements including neutron diffraction will be performed by the government. The neutron transmission along the c-axis through 50 mm of material will be measured. All measurements will be carried out using 11.6 meV neutrons. Throughout the performance period the government will carry out mosaic and transmission measurements as needed to ensure that the final product satisfies specifications. Such measurements will be carried out and reported to the vendor within 3 weeks of receipt of a sample. The Government analysis of the materials and subsequent reporting does not relieve the vendor from responsibilities with respect to meeting requirements set forth herein. $______________ ***Specifications Material Specifications: 0 Chemical composition and Density: This specification ensures sufficient content of the desired oriented graphite majority phase. Carbon as Pyrolytic Graphite greater than 99 percent by weight The overall density of each filter block (volume to be that defined by the corresponding drawings) shall exceed 95 percent of the room temperature density of Highly Oriented Pyrolytic Graphite, which is 2.26g/cubic cm. Mosaic distribution: This specification is set to maximize transmission in the 0.23 nm to 0.4 nm wave length range and to maximize efficiency as a filter for higher order neutrons. The average c-axis direction for a filter block shall be parallel to the high symmetry axis (the beam direction) of the blocks to within 1 degrees. The average Full Width at Half Maximum Mosaic width for the block as measured with 11.6 meV neutrons shall not exceed 15 degrees. Neutron transmission specification: This specification ensures adequate neutron transmission in the operating energy range. Factors that reduce neutron transmission are neutron absorbing impurities, lattice defects, and graphite powder inclusions. The room temperature transmission of 11.6 meV neutrons through 50 mm of the material along the c-axis shall exceed 80 percent. ***Physical Dimension and Lamination Specifications: The required physical dimensions and tolerances are provided in drawing 038-2453 rev 5. The filter blocks can be built as laminated structures detailed by the vendor. If the vendor builds the filter blocks as laminated structures, then they must adhere to the following requirements in order to ensure that the potentially laminated bodies can be mounted effectively and that there are no open joints along beam axis Lamination planes shall be perpendicular to the central axis of the blocks. This requirement is to prevent streaming through cracks in the lamination. The lamination structure shall preclude straight line neutron propagation within 10 degrees of the cylinder axis without passage through at least 35 mm solid graphite. The overall density of the laminated bodies with volume as defined by the corresponding drawings shall be at least 95 percent of the density of highly oriented pyrolytic graphite. Physical inspection at NIST laboratory for adherence to specifications. 2. Performance check at NIST laboratory for adherence to performance specifications. The tests will be performed as soon as the instrument is ready, as determined by the contractor, and may be witnessed by the contractor. 3. Certification of compliance with all specifications shall be a condition for acceptance. 4. In addition the following acceptance tests may be carried out to ensure compliance with specifications: a) Physical inspection to assure that the dimensions and tolerances are consistent with the supplied drawings. b) Measurement of the weight of the filter blocks to determine whether the overall density (with volume as specified by the corresponding drawing) exceeds 95 percent of the density of highly oriented pyrolytic graphite. c) Measurement of the overall mosaic distribution of the filter block using 11.6 meV neutrons. Neutron diffraction measurements to ensure that the average c-axis direction coincides with the high symmetry axis of the filter block to within 1 degree. d) Measurement of the neutron transmission along the c-axis and through 50 mm material for 11.6 meV neutrons. *** **Delivery shall be FOB DESTINATION and be completed in accordance with the Contractor?s commercial schedule. *** ***The contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for any loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. The contractor shall deliver all line items to NIST, Building 301, Shipping and Receiving, Gaithersburg, MD 20899-0001. *** ****Proposal Evaluation: The Government will evaluate information based on the following evaluation criteria: 1) Technical Capability factor "Meeting or Exceeding the Requirement," 2) Past Performance, 3) Past Experience, and 4) Price. Technical Capability, Past Performance, and Past Experience, when combined, are more important than Price. ***Award will be made on a best-value basis. Strongest consideration shall be given to the Offerors whose quote exceeds technical specification. ****Evaluation of Technical Capability shall be based on the information provided in the quotation. Quotations shall include the technical approach and capabilities which CLEARLY DOCUMENTS that the offered product(s) will meet or exceed the specifications stated above. ****Past Performance will be evaluated to determine the overall quality of the product and service, provided by the Contractor. Evaluation of Past Performance shall be based on the references provided IAW FAR 52.212-1(b)(10) and/ or information provided by NIST or its? affiliates. Quoters shall provide a list of at least three (3) references to whom the same or similar products have been sold. The list of references shall include, at a minimum: The name of the reference contact person and the company or organization; the telephone number of the reference contact person; the contract or grant number; the amount of the contract and the address and the telephone number of the Contracting Officer if applicable; and the date of delivery or the date services were completed. ****Past Experience will be evaluated to determine the degree of vendors' experience in successfully providing comparable Polyurethane Foam Qualification Systems. All clauses may be viewed at www.acqnet.gov. *** ***All vendors shall submit the following: 1) An original and one (1) copy of a quotation which addresses all Line Items; 2) Two (2) Originals of the Technical description and/or product literature; 3) Description of commercial warranty; and 4) One (1) copy of the most recent published price list. ***All quotes shall be received not later than 3:30 PM local time, on April 13, 2006 at the National Institute of Standards & Technology, Acquisition and Logistics Division, 100 Bureau Drive, Building 301, Room B129, Mail Stop 1640, Gaithersburg, MD 20899-3571, Attn: Tye Gibson. Because of heightened security, FED-EX, UPS, or similar delivery methods are the preferred method of delivery of quotes. If quotes are hand delivered, delivery shall be made on the actual due date through Gate A, and a 48 hour (excluding weekends and holidays) prior notice shall be made to the Contracts Office at 301-975-4959. NIST is not responsible for late delivery due to the added security measures. In addition, offerors/quoters who do not provide 24-hour notification in order to coordinate entrance to the NIST campus shall assume the risk of not being able to deliver offers/quotes on time. The Government is not responsible for the amount of time required to clear unannounced visitors, visitors without proper identification and without complete information that would allow delivery (i.e. point of contact, telephone POC, bldg., room number, etc.). If 24 hour notification was not provided, it is suggested your company representative or your courier service arrive at NIST at least 90 minutes prior to the closing time in order to process entry to the campus through the visitor center and complete delivery. Notice shall include the company name, name of the individual making the delivery, and the country of citizenship of the individual. For non-US citizens, the following additional information will be required: title, employer/sponsor, and address. Please ensure that the individual making the delivery brings photo identification, or they will be denied access to the facility. Faxed quotes will NOT be accepted. ***
