- Request For Information/Sources Sought Notice for Emergency Energy Bars/Paste Prototype THIS IS NOT A REQUEST FOR PROPOSALS, REQUEST FOR QUOTES, OR INVITATION FOR BIDS. THIS IS REQUEST FOR INFORMATION. The Department of Agriculture (USDA), Farm Service Agency (FSA), Kansas City Commodity Office (KCCO), is issuing this Request For Information/Sources Sought Notice for the purpose of market research only and is in no way obligated to purchase any commodity as a result of this inquiry. Parties responding to this Request For Information do so voluntarily and without the expectation of remuneration from the Government. Introduction USDA, FSA, KCCO is conducting market research into the feasibility of the vendor community to produce, package, and deliver to the U.S. Government, at a reasonable cost, emergency energy bars and emergency energy paste. Product specifications are provided in this document. KCCO seeks information from the vendor community as to its interest in and capability to manufacture these products. Background USDA, FSA, KCCO procures various commodities on behalf of the U.S. Agency for International Development (USAID) for use in foreign food assistance programs. These programs are intended, among other things, to provide nutritional assistance to at-risk individuals affected by natural and man-made disasters. A considerable portion of the commodities procured are staple foods such as whole grains, dry edible peas, beans and lentils, vegetable oil, and milled rice. However, a part of the mission of these foreign food assistance programs encompasses providing nutritional help to those individuals who are so compromised nutritionally that traditional staple foods are difficult to prepare and consume. In an effort to develop innovative approaches to feeding this segment of recipients of foreign food aid, USAID, in conjunction with the U.S. Army and USDA, has developed an emergency food ration in the form of dry bars and packeted paste. Objective The intent of this RFI is to gather information about the interest and capability of the vendor community to manufacture these products and the estimated cost to deliver the products to the Government. Responses to this RFI will assist KCCO and USAID in deciding whether or not to proceed with periodic procurements of these products. At the present time, it is estimated that with sufficient vendor interest and reasonable pricing, there may be procurement activity of no more than 300 metric tons per year. Vendors are asked to review the commodity and packaging specifications and advise: 1. If they have the technical equipment, facilities, and manufacturing capability to produce these products; 2. What Hazard Analysis Critical Control Points (HACCP) sampling and testing procedures would be instituted to assure quality and uniformity of the products; 3. The amount of time needed to be in a position to commence production; 4. What quantities could be produced over what period of time; and 5. An estimated cost for both the dry bars and the packeted paste for a given quantity. NOTE: Package markings may be different than those in the attached documents and may include USAID brand markings.
