- Description
- Bolling Air Force Base intends to procure the demolition of an existing car wash, and subsequent construction of a 3-bay car wash facility consisting of 2 manual wand washing bays and 1 automatic, brushless bay. The solicitation shall be issued for full and open competition. The NAICS code is 236220 and the magnitude of construction is between $500,000.00 and $1,000,000.00. This is a Performance Price Trade-Off acquisition and the award will be made to the offeror who provides the best value to the Government, price and other factors considered. The Government reserves the right to award to other than the lowest proposed offeror. All responsive offers shall be considered by the Government. Award shall be made without discussions, however, the Government reserves the right to hold discussions if deemed necessary. Therefore, the offerors initial proposal should contain the offeror's best terms and conditions from a technical and cost/price standpoint. The RFP shall be available on the Electronic Posting System (EPS) web-site at http://www.eps.gov on or about 23 Dec 2005. The estimated proposal preparation period shall be at least 30 days. Paper copies shall not be made available. If a large business intends to submit a proposal, it must comply with FAR 52.219-9 regarding the requirement to submit a sub-contracting plan. All offerors must be registered in the Central Contractor Registration database to be eligible for award, http://www.ccr.gov or 1-888-227-2423. All prospective offerors are asked to register for this solicitation at the EPS web-site above, and to frequently monitor this site for any updates/changes that are made. An original and one (1) copy of the proposal shall be submitted, along with one (1) electronic copy (CD-ROM), by the closing time and date listed in the solicition. Representations and Certifications shall also be provided and can be accessed through http://orca.bpn.gov/publicsearch.aspx.
