Description
NASA/MSFC has a requirement for Two (2) SCXI-1520 Rack Mount Strain Gauge Terminal Blocks with Mil.Std.Conn. NASA/MSFC intends to purchase the items from National Instruments on a sole source basis due to the proprietary nature of the National Instruments SCXI-1520 interface. MSFC requires prototype blocks that would allow large scale structural testing by providing programmable completion resistance and connector interface to the SCXI-1520 system that is currently in use at Marshall Space Flight Center; therefore, compatibility is essential. MSFC Engineers have done market research to examine the possibility of designing and having terminal blocks fabricated that employs some other method of implementing required functions and has determined that these other methods are significantly more expensive and will not result in savings to the government. Terminal Blocks shall provide the following functions: 1) Contained within a 1U high 19" rack mount enclosure not more than 10" deep. 2) Connect to the SCXI-1520 via the National Instruments SH96-96 shielded cable. 3) Provide programmable quarter bridge completion with remote selection of the following socket resistors: 120, 350, 1000 ohm. 4) Contain an open socket for future resistor not listed in item 3. 5) Provide Class 2 TEDS (Transducer Electronic Data Sheet) support for transducers. 6) Provide connection of the TEDS communication to the S- and RS- lines as indicated in the accompanying 1/4 bridge schematic. 7) Provide programmable insertion of a 249 ohm sense resistor to support the measurement of 0-20 mA transducers. 8) Accomplish programmable selection of completion resistors, TEDS mode and 0-20 mA sense resistor through the SCXI-1520 without requiring external communication. 9) Transducer input connectors shall be MS3122E12-10S, 10 pin MIL-SPEC connector. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to Janet Appleton at janet.appleton@nasa.gov no later than 4:30 p.m. CST. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
