Description
The Naval Surface Warfare Center, Panama City, Florida (NSWC PC) is seeking sources for single axis rate-of-turn gyro for the Landing Craft Air-Cushion (LCAC). NSWC PC, is interested in materials, systems and technologies that can mitigate the physical and environmental effects that degrade gyros during LCAC operations. The proposed gyro will be capable of having increased reliability over current gyro to a degree that will increase mean time between replacement, reduce maintenance evolutions, thereby, increasing combat readiness and reducing life cycle maintenance costs. NSWC is interested in technologies that are both current (state of the art) and affordable such as Miniature-Electro-Mechanical-Systems (MEMS) technology. Minimum technical requirements include: (1) 28 VDC input voltage, (2) +- 15 degree minimum input rate, (3) +- 200mv /deg/sec scale factor, (4) MS3470L-10-6PN connector, (5) dust proof enclosure. This announcement will serve as a first step for evaluating alternatives and supporting In-Service Engineering Agent (ISEA) research and development efforts planned for fiscal years 2007-2008. Gyros could be acquired for Test and Evaluation for future LCAC ISEA installations. Both off-the-shelf and developmental approaches will be considered. Responses to this announcement should include a technical description and detailed characteristics of the gyro for use on the Landing Craft Air-Cushion LCAC. System descriptions should have enough information for the government to make informed decisions. Information submitted shall be marked with restrictive legends as deemed appropriate by the potential offeror. Data with restrictive markings will be handled in accordance with the restrictions thereto. Interested firms shall respond with brief documentation showing the company?s ability to fulfill the requirements described above. Only prime contractors should respond. A list of prime contactors will be furnished to potential subcontractors upon request. Interested parties must provide electronic or paper submittals with copies on disks in MS Word or Adobe Acrobat format. Responses to this sources sought should be sent to Naval Surface Warfare Center, Panama City, Code E31, ATTN: Dave Vickers, 110 Vernon Ave, Panama City, FL 32407-7001 or emailed to william.buffkin@navy.mil not later than 30 June 2006. The Government will evaluate the submittals for their potential to reduce the cost of LCAC ISEA efforts. Organizations that submit materials/designs, which are determined by the Government as possessing significant potential for contributing to the solution of the LCAC Maintenance problem, may be provided an opportunity to demonstrate their system. This announcement should not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. In the event a solicitation is developed, it will be assigned a formal Request for Proposal (RFP) number and the announcement will be published on the Navy Electronic Commerce online (NECO), Federal Business Opportunities (FBO), and NSWC PC intranet.
