Description
The Naval Air Systems Command intends to award a Firm-Fixed Price (FFP) modification to L-3 Communications Integrated Systems LP under multiple award, Indefinite Delivery / Indefinite Quantity (ID/IQ) Contract N00019-05-D-0008 and to Lockheed Martin Services, Inc. under multiple award, ID/IQ Contract N000019-05-D-0013 to increase the ceiling quantities in each of the four (4) option periods for the procurement of additional quantities of P-3 Enhanced Special Structural Inspections (ESSI), Special Structural Inspection-Kits (SSI-K), Phased Depot Maintenance (PDM), and supporting supplies and services necessary to maintain, repair, store and preserve the P-3C Maritime Patrol Aircraft. Additionally, the ceiling hours on over-and-above line items will be increased to cover efforts outside the scope of the basic contract requirements. This requirement is for efforts consisting of an intensive depot level process for airframe and component inspection, deficiency identification, and correction to ensure safe and reliable operation as well as to enhance the aircraft service life expectancy to sustain inventory levels throughout the service period. ESSI is a detailed inspection to the aircraft to detect fatigue damage in critical outer wing locations, and is a major preemptive structural repair to the inner and outer wing surfaces, plates, beam, planks and fittings, with inspection and repair of center wing structure and fuel weep holes. SSI-K is an ESSI inspection with mandatory material replacement for the outer wing, center wing box and horizontal stabilizer structural components. PDM is scheduled depot level maintenance requirements to ensure the timely discovery and correction for actual and/or anticipated defects. For the ESSI, SSI-K, and PDM efforts, each contractor shall have the ability to meet the following minimum capability aircraft requirements: ESSI: an induction of 8 per year and maintain an estimated in-process schedule of 210 days; SSI-K: an induction of 24 per year and maintain an estimated in-process schedule of 210 days; and PDM: an induction of 22 per year and maintain an estimated in-process schedule of 155 days.
