- Description
- OMB Circular A-76 Cost Comparison Study to manage and operate multiple functions at Homestead ARB, Florida. Functions include: Base Supply, Fuels Management, Motor Vehicle Management, Traffic Management, Real Property Maintenance, Transient Aircraft Maintenance Airfield Management, and Weather Services. This contract will be subject to the Service Contract Act and Davis Bacon Act, the place of performance is Homestead ARB, FL. Solicitation will be issued on an ALL OR NONE BASIS. The following minimum experience requirements apply to this acquisition: Within the last five years, the prime must possess a minimum of one year of experience, excluding orientation period, managing on a fixed-price basis, a multi-function BOS contract or commercial equivalent, consisting of two or more functions contained in this solicitation of similar scope and magnitude to those same functions contained in this solicitation; or the prime must possess a minimum of one year of experience, excluding orientation period, managing on a fixed-price basis two or more simultaneous single-function BOS contracts or commercial equivalents, which in the aggregate include two or more different functions contained in this solicitation of similar scope and magnitude to those same functions contained in this solicitation within the past five years. And Within the last five years, the team, in the aggregate, must demonstrate a minimum of at least one year experience on a fixed price basis, in all functions contained in this solicitation, of similar scope and magnitude to those same functions contained in this solicitation. The past experience of team members must be in the same function they will perform under this contract. Evaluation will utilize Low Price Technically Acceptable (LPTA) procedures. In accordance with OMB Circular A-76, the proposal deemed to represent the best value to the government will be compared to the government?s proposal to perform said services. NOTE: The solicitation will not result in a contract if the Government performance is determined to be more advantageous. Projected date for issuance of the solicitation is on or about 07 Apr 06. Contract will consist of an orientation period of approximately 90 days, a basic contract period of 12 months, four priced annual options, and a 1 to 6 month short option, which may be exercised after any contract period. Award is anticipated in FY07. The solicitation will be set aside for small business participation only. The NAICS Code is 56121, Facilities Support Services. The size standard is $30 million. The solicitation will be available via the Electronic Posting System (EPS). Amendments, Preproposal Conference Minutes, Questions, etc. to the solicitation will also be issued via the EPS. Only small businesses may submit proposals on this requirement.
