Deputy Program Manager Salary Range: $68,932-$82,314 Open Period: 03/21-04/21/06 Grade: FS-3 Position Information: Full-Time position not to exceed five years. One year with four option years to be exercised at the discretion of the employing office. Duty Location: 1 vacancy, Vientiane, Laos SOLICITATION NUMBER: PSC06025 (INL) SUBJECT: Solicitation for services under a Personal Services Contract (PSC), Department of State (DOS), Bureau for International Narcotics and Law Enforcement Affairs (INL). The United States Government, represented by the Department of State, is seeking proposals from U.S. citizens interested in providing the PSC services described below. DOS intends to award a contract for the basic term of one year with four one-year options to be exercised at the discretion of the U.S. Government. The contract will be awarded to an individual candidate representing the best overall value to the Government considering the candidate's qualifications and experience against criteria stated herein. This PSC position requires a TOP SECRET level security clearance, which must be maintained throughout the contract period, including option periods. The applicant's spouse or cohabitant may be subject to a background investigation. Denial of a TOP SECRET level security clearance will be grounds for removal from consideration for contract prior to award or termination of contract after award. Contract award will not be made until at a minimum an interim clearance is granted. PURPOSE: The purpose of this personal service contract position is to serve as the Deputy Program Manager under the supervision of the American Embassy, Laos, Narcotics Affairs Section Director. Key Requirements: ? U.S. Citizenship ? Background and/or Security Investigation required. Major Duties: A. STATEMENT OF DUTIES BASIC FUNCTION OF POSITION Direction, Supervision, and Representation In the absence of the NAS Director, serves as the Acting NAS Director, coordinating, directing, and planning NAS program activities. Supervises the daily activities of the NAS staff. As directed, coordinates NAS efforts with other U.S. Agencies, the Government of Laos (GOL), UNODC, other international organizations, non-governmental organizations, private-voluntary organizations, and program beneficiaries. Represents the NAS in internal and external meetings, ceremonies, and representational events as required. Articulates and promotes U.S., Mission, INL and NAS policies and goals. Financial Management and Oversight Conducts budgetary operations based on guidance provided by the NAS Director. Monitors NAS financial activity by reviewing official Financial Management System (FMS) Status of Funds and Status of Obligations reports. Provides regular financial reports to INL. Projects future budget requirements based on current and planned expenditures. Precludes budgetary shortfalls through diligent forecasting. Assures compliance with INL financial management regulations and publications. Host Nation Support Advises host nation officials in the conduct of U.S. funded counternarcotics programs to include Crop Control, Demand Reduction, and Law Enforcement, with special emphasis on alternative development. Explains and assures compliance with U.S. laws and regulations. Coordinates support for ILEA, OPDET, and other training activities, including Leahy Amendment vetting and clearance through ACES. Supports the full array of INL programs as appropriate. In lieu of the NAS Director, inspects field activities throughout Laos. Information Management Oversees organization of NAS office records and automated databases, with special attention to historical documentation and program files. Assures that record keeping, retention, and retirement are in accordance with Department regulations. Develops and maintains an automated database of all host-country personnel receiving NAS-funded training, and compiles vetting records. Project Audit and Evaluation Audits project accounts focusing especially on operational support funding provided to host-country agencies. Coordinates project evaluations with Lao authorities and American consultants. Logistical Coordination Acts as the logistical coordinator for the NAS to include procurement, property management, vehicle maintenance, staff training, communications support, and medical evacuation. Maintains an automated database of program commodities provided to host-country entities and drafts annual End Use Monitoring Report for INL. Assures compliance with INL property management regulations and publications. Program Planning For new projects, develops comprehensive multi-year implementation plans reflecting specific project objectives, methods of implementation, activity milestones, measures of effectiveness, and budgetary requirements. Travel Applicant will reside in Vientiane, but will be in travel status up to 50% of the time, often on short notice. MINIMUM QUALIFICATIONS REQUIRED NOTE: All applicants must address each selection criterion detailed below with specific and comprehensive information supporting each item. ?X Must be a U.S. Citizen capable of holding a Top Secret level security clearance. ?X Completion of a Bachelor??s Degree is required. Advanced study in International Development or a related field preferred. ?X Must be familiar with U.S. and DOS counternarcotics programs, policies, and procedures. ?X Must have experience in the supervision of alternative development programs. ?X Class I medical clearance required. Applicant must be capable of performing rigorous field duty under austere conditions in rugged, mountainous terrain with very limited support for prolonged periods in regions where medical care is not available and quick evacuation unlikely. Applicant must be able to move self and equipment by foot over mountain trails for distances of up to 12 miles to remote villages and return. ?X Experience in budget or accounting work preferred. ?X Level III/III for Lao required, Level IV/IV preferred. EVALUATION CRITERIA: ?X Demonstrated ability in oral and written English, especially experience in public speaking and DOS cable drafting. ?X Demonstrated interpersonal skills. ?X Familiarity with 4 FAM, 4 FAH, and Standardized Regulations, RFMS (Regional Financial Management System) viewer, and cable express. ?X Past performance COMPENSATION: Compensation for the position will be negotiated as follows: Level of experience will dictate the salary level within the grade range. Entry level salary will normally be at the first step of the grade range for the position. However, consideration will be given to the successful applicant??s experience that is specifically relevant to the position to be filled. Number of years of relevant experience will determine at what step within the grade range the successful applicant will be compensated.
