Description
Sources Sought Notice for Request for Information (RFI) No. DOL069RI20187 The United States Department of Labor is conducting market research for an upcoming procurement requirement entitled ?Mission Critical Application Support System?, for the Employment Standards Administration (ESA). This procurement will involve the management and operation of ESA?s mission critical application support system. Contractors will be expected to provide all labor, supervision, and transportation necessary to manage, support, operate and maintain the mission critical application support system. Support and systems operation must be available 24x7/365 days per year at ESA?s Washington D.C. and Kansas City, Missouri locations through a combination of onsite and remote support. The operating environment to be managed and supported consists of hundreds of servers running UNIX and Windows operating systems, hundreds of databases running on several Database Management Systems, and several Terabytes of online and replicated data. The mission critical application support system provides the platform and operating environment for 12 major applications comprised of hundreds of sub-applications, external interfaces, and infrastructure components, as well as office automation services such as email and other COTS applications, and networking services such as Active Directory Services, DNS, DHCP and LAN management. The major application software, which is largely multi-tiered client server or web-based, is developed and maintained by staff in each of ESA?s business program areas, but deployed/distributed, managed and operated through this support contract. The solicitation will be available on or about April 12, 2006 and will be distributed solely to interested parties. Hard copies of the solicitation will not be available. All contractors doing business with the Federal Government shall be registered in the Central Contractor Registration (CCR) database. The website for registration is www.ccr.gov. All qualified vendors including small businesses are invited to participate. Interested Contractors responding to this Request for Information (RFI No. DOL069RI20187) will be required to indicate their ability to fulfill the requirements that are stipulated below: 1. Provide a copy of Standard Operating Procedures and/or Operations Manual developed within the last three years outlining the contractor?s management and operational practices in the area of system management. 2. Provide ?demonstrated? past performance information for the most current three years for the management and operations of similar systems. 3. Provide performance standards and service level agreements in accordance with industry best practices with evidence of the contractors? achievement of these performance standards and service levels for the most current three years for the management and operations of similar systems. All interested parties who believe they can provide the above mentioned information are invited to submit in writing, within 12 days of the publication of this sources sought notice, a package entitled ?Statement of Qualifications / Capabilities Statement? (which must include the contractor?s indication of their ability to fulfill requirements 1-3). The Statement of Qualifications / Capabilities Statement package must be transmitted under a cover letter. The Cover Letter must cite the following information at a minimum: 1.) Response to RFI No. DOL069RI20187; 2.) Vendor?s Company Name, Address, Contact Person Information; 3.) Vendor?s DUNS Number; 4.) Business Size Standard/Classification. The closing date for the receipt of responses is April 03, 2006, at 3:00 p.m. Eastern Standard Time.
