Description
The National Institute of Standards and Technology (NIST) proposes to negotiate a sole source contract under the authority of 41 U.S.C. 253(c)(1) with Nanonis GmbH, Technoparkstrause 1, 800 S. Zurich, Switzerland for an oscillator control module (OCM) for research on micro electromechanical resonators similar to cantilevers used in atomic force microscopy (AFM). Over the last two decades electronic OCMs for detecting and controlling the amplitude, phase, and frequency of micro resonators have been developed and are offered by several commercial vendors. The research of NIST requires a better frequency stability not usually available in typical OCMs to afford measurements traceable to the SI unit system. Market research has shown Nanonis GmbH to be the only source capable of meeting all the requirements. The control module shall generally operate in the typical dynamic control modes based on amplitude, frequency, or phase of a vibrating cantilever and measure multiple parameters including amplitude, frequency, and phase in real time. Methods for auto and manual tuning of the cantilever, determining Q, and performing phase and frequency sweeps shall be integral with the OCM. In addition, oscilloscope mode, FFT mode, and data logging modes shall be provided. The input and output signals should be available digitally as well as through BNC analog outputs. The system shall provide a software package compatible with a PC XP Windows operating system. Note that often the oscillator control module is offered by vendors as an add-on to an AFM. NIST requires that the oscillator control module operate independently from any AFM control system. Specifically, the OCM shall meet the following specifications. Input stages: 16 bit with A/D at 10 MS/s or better, 14 bit; Frequency range and resolution: 1 kHz to 1 MHz or better, less than 1 microHz resolution; Frequency stability: plus or minus 5ppb (referenced to an atomic clock), phase register 48 bit; Demodulator: 32 bit, up to 1 kHz BW, less than 10 mdeg phase resolution (16 bit); Output stage: D/A 14 bit at 10 MS/s or better; AM 16 bit 1 kHz BW or better; Feedback controllers: lock-in and PLL PID 32 bit with 1 kHz BW or better. This procurement is being conducted per FAR Part 13, Simplified Acquisition Procedures (under $100,000). This notice is for information purposes only. No Solicitation is available. Information submitted in response to this notice will be used solely to determine whether on not use of competitive procedures to fulfill this requirement would be in the Government?s best interest and must address qualifications pertinent to this requirement. Questions should be submitted in writing to the contracting officer either by fax or e-mail before April 5, 2006. Anticipated award date is April 6, 2006.
