Description
This is a combined synopsis/solicitation for transition services for the DOC/NOAA, Domestic Fisheries Division in the Office of Sustainable Fisheries. These services will be acquired using simplified acquisition procedures, FAR Parts 12 and 13, as supplemented with additional information in this notice. The budgeted amount for the requirement is $24,000.00. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Services are needed for the review of regulatory packages under the Magnuson-Stevens Act (MSA), and environmental analyses prepared under the National Environmental Policy Act (NEPA).The routing of documents through federal agencies for clearance, preparation for and transmittal to the Office of the Federal Register for publication is necessary to complete the process. The division needs expert assistance familiar with preparation, routing and transmittal of MSA and NEPA documents and subsequent assemblage and transmittal of the official records for these actions. Experience in working with federal agencies that impact the processing and transmittal of these packages is required. Successful Headquarters? review and publication of rules and environmental analyses requires familiarity with the type of action and the procedures used in preparation, routing, and transmittal to properly route the regulatory package through the review process. Further, during this transition process, written procedures will be in flux and expertise will be needed in critiquing the written procedures and assisting in finalizing them for all types of regulatory packages. Along with the change in procedures of regulatory packages will be a change in the handling of the official records of the action. In addition to continued preparation of regulatory packages for archiving, the new procedures will require the expeditious preparation of the Headquarters? portion of the official record and transmitting it to the regions for their permanent records. Expertise is needed in developing and executing these new procedures. The Domestic Fisheries Division now has a large backlog of completed regulatory actions that need to be consolidated into appropriate records files for permanent storage. Retirement and reassignment of staff with the expertise necessary to fulfill these tasks could result in these records becoming dead files instead of properly stored. Deliverables: Progress reports must be delivered at two months, four months, and a final report at completion of the required tasks. Payment will be made after receipt of each report. The Period of Performance shall be approximately seven (7) months from the date of award. The resulting purchase order shall be negotiated on a firm fixed price. The award shall be made on a best value basis using simplified acquisition procedures and commercial acquisition procedures. Offers will be evaluated based upon approach, past performance and price. The solicitation document and incorporated clauses are those in effect through Federal Acquisition Circular Number 2005-07. The provisions and clauses may be downloaded at http://www.acqnet.gov/far. The following provisions and clauses shall apply to this solicitation: FAR 52.212-l, Instructions to Offerors - Commercial, applies to this acquisition and there is no addenda to this provision; FAR 52.212-2, Evaluation - Commercial Items. The Government shall award a purchase order resulting from this solicitation to the responsible party that conforms to the solicitation and will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (i) approach, (ii) past performance, (iii) price; FAR 52-213-3, Offeror Representations and Certifications - Commercial Items, applies to this acquisition and there is no addenda to this provision; FAR 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition and there is no addenda to this provision; FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items, applies to this acquisition. All interested contractors must be actively registered in the Central Contractor Registration (CCR) at the CCR website (www.ccr.gov and must provide a completed copy of the Offeror Representation and Certifications. All responsible sources that can meet the requirements and provide services listed above may respond to this combined synopsis/solicitation with a quotation addressed to Robin Prather, NOAA Acquisition Division, 1305 East West Highway, Room 7146, Silver Spring MD 20910, to be received no later than March 31, 2006. It is the responsibility of the contractor to confirm NOAA's receipt of the quotes.
