- Description
- This is a combined synopsis/solicitation for commercial items using simplified acquisition procedures in accordance with the format in FAR Parts 12 and 13 as supplemented with additional information included in this notice. The Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), National Ocean Service (NOS) and Office of Coastal and Resource Management (OCRM) requires support services to coordinate the Coastal Ecosystem Learning Centers (CELC) education directors in preparation for the second national student summit on ocean and coastal issues with Coastal America multi-agency Principals Group and the CELC network of 18 aquaria and museums. Contractor should have technical expertise in coastal education, restoration and protection. Contractor should also have a working knowledge of the relevant programs of the federal partner agencies and the Coastal America Network of Coastal Ecosystem Learning Centers (CELC) and good communication skills and rapport with CELC Education Coordinators. Specifics of the requirement of this order are detailed in the attached Statement of Work, Support for Coastal America Partnership 2nd National Student Summit, March 2006 to December 2006. The period of performance shall be from date of award to December 2006. The resulting purchase order will be awarded on a firm fixed price basis. FAR 52.212-1, Instructions to Offerors - Commercial Items; FAR 52.212-2, Evaluation ? Commercial Items; FAR 52.212-3, Offeror Representations and Certifications ? Commercial Items apply to this acquisition and there are no addendums to these provisions. The solicitation document and incorporated clauses are those in effect through Federal Acquisition Circular Number 2005-08. The Government shall award a purchase order resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (i) approach, (ii) past performance, and (iii) price. Responses must be received within 15 days of the posting of this notice.
