Description
THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. QUOTES ARE BEING REQUESTED. The North American Industry Classification System (NAICS) Code is 541380--Testing Laboratories and the small business size standard is $10 million. The solicitation number is PR-NC-06-10347, and the solicitation is being issued as a Request for Quotation (RFQ). A firm, fixed-price purchase order is anticipated to result from the award of this solicitation. This solicitation is being procured under full and open competition. EPA has a requirement for a Contractor to provide for (1) morphological taxonomic assessments of ballast water communities; (2) the development of voucher specimens for DNA barcoding of known estuarine invasive species found in California, Oregon, Washington (USA) and British Columbia (Canada); and (3) the development of voucher specimens for DNA barcoding of Pacific Ocean and North American Pacific coastal copepod species. The work encompassed by this task shall directly support the 2005-2006 Region 10/ORD Regional Applied Research Effort (RARE) project entitled, ?Regional transport and secondary spread of invasive species across Pacific estuaries.? The task shall support project phase #2: Targeted screening of non-indigenous species in ballast water. Specific details of this requirement will be outlined in the Statement of Work (SOW). The RFQ, Statement of Work, and related information is posted on EPA's website at the following address: http://www.epa.gov/oam/rtp_cmd. Please submit two copies of the technical proposal and price proposal. The period of performance is date of award thru 18 months. The Government will make an award to the responsible offer or whose offer conforms to the solicitation and is most advantageous to the Government, cost or other factors considered. All offerors are to include with their offers a completed copy of provision 52.212-3, Offer or Representations and Certifications--Commercial Items. The completed Representations and Certifications should be included with the proposal. The following FAR clauses apply to this acquisition: 52.212-1 Instructions to Offerors-Commercial Items; 52.212-4, Contract Terms and Conditions; 52.212-5, Contract Terms and Conditions Required to Implement Statues or Executive Orders--Commercial Items; 52.204-6 Data Universal Numbering System (DUNS) Number; 52.204-7 Central Contractor Registration and the following additional FAR clauses which are cited in Clause 52.212-5; 52.222-21, Prohibitions of Segregated Facilities; 52.222-26, Equal Opportunity; 52-222-35, Affirmative Actions for Special Disabled and Vietnam Era Veterans; 52.222-36, Affirmative Action for Handicapped Workers; 52.222-37, Employment Reports on Special Disabled Veterans and Veterans of the Vietnam Era; 52.222-37. Evaluation criteria to be included in paragraph (a) of provision 52.212-2 are as follows: (i) technical expertise and personnel qualifications; (ii) past performance; and (iii) price. Award will be made to the offeror whose technical proposal offers the "Best Value" to the Government price and other factors considered. Details of the technical evaluation criterion are listed in the RFQ.
