Description
Synopsis, Decontamination Analytical and Technical Services (DATS) The United States Environmental Protection Agency?s Office of Acquisition Management (OAM) will issue a solicitation for a competitive small business procurement to provide advisory and assistance services to EPA?s National Decontamination Team (NDT) based in Cincinnati, Ohio. These services shall be performed in accordance with the Comprehensive Environmental Response, Compensation, and Liability Act of 1980 (CERCLA) as amended, National Oil and Hazardous Substances Pollution Contingency Plan, and other environmental statutes. The contract shall provide scientific and operational support to NDT including technical issues surrounding the decontamination of buildings, building contents, public infrastructure, indoor environments, agriculture, and the associated environmental media (air, soil, and water) in the aftermath of a Weapons of Mass Destruction (WMD) event or other catastrophic incidents of national significance. It is the Government?s intent to award a Fixed-Rate, Indefinite Delivery Indefinite Quantity (IDIQ) Award Term contract with a Cost Reimbursable portion. The contract resulting from this announcement will have a two (2) year base, and three (3), one (1) year award terms, for a total possible period of performance of five (5) years. The estimated value of this contract is $20,000,000 for the five (5) year period of performance. The Request for Proposal (RFP) # PR-HQ-06-13897, formerly NDT-07-06, is anticipated to be released on or about April 28, 2006. Interested parties will be able to find the Request for Proposals (RFP), amendments, and other information related to this procurement on the EPA?s Office of Acquisition Management?s website at http://www.epa.gov/oamsrpod/ersc/dats/index.htm All information for this procurement can be downloaded through the date of contract award, which is estimated to be on or around September 1, 2006. Award will be made on a best value basis. Regardless of the competitive nature of the award, the contract awarded must be technically acceptable and meet cost reasonableness standards. This is a competitive small business procurement. The North American Classification Standard (NAICS) code for this requirement is 562910. This solicitation will not include restrictions that will preclude contractors who hold other EPA classes of contract from submitting a proposal.
