The Naval Air Systems Command (NAVAIRSYSCOM) PMA-260 seeks to procure on-site CASS station overview to maintain the integrity of testing, evaluation and support, as required to manage CASS activities for the Naval Air Depot in Jacksonville, Florida (NADEP JAX). The Engineering Department at the NADEP JAX conducts new CASS TPS design and development at the NADEP JAX CASS Test Program Set (TPS) Integration Laboratory (CASS Lab). The CASS stations are located in Government provided facility space at the NADEP JAX. The Contractor shall be responsible for CASS configuration and integrity within those facilities. The Contractor shall provide oversight to the extent necessary for performance of scheduled and unscheduled maintenance on up to seven (7) CASS stations at NADEP JAX. The Contractor shall perform CASS Lab management, station calibration, and provide engineering support to the TPS developers to resolve CASS station hardware, software, and documentation anomalies. The CASS Lab consists of CASS station areas, TPS integration storage space, computer terminals for use by TPS integration personnel, and a CASS Lab office. The Contractor shall maintain the existing certified secure storage container(s) for classified material up to and including the level of SECRET as directed by the NADEP JAX Security Manager. The Contractor shall account for the CASS spares inventory within storage spaces provided. The Contractor shall provide operational data and Log Books that document each CASS station?s status, and station utilization. The contractor shall support and perform corrective actions required on the Automatic Test Equipment (ATE) located in the ATE Shop and the CASS Test Program Set (TPS) Laboratory (CASS Lab). The work shall include performing daily checks of the ATE and Self Test / Self-Calibration Interface Devices (SMAT/Cal) for ATE; processing ATE components for delivery to the NADEP JAX Calibration Laboratory; updating of the station Log Book; preparation and delivery of ATE Failure Reports; providing control of CASS Lab Support Assets; and loading of the latest operation software on the CASS stations. The Contractor shall provide on-site verification of station readiness to CASS stations at NADEP JAX to ensure maximum CASS station availability for CASS TPS development and developers. The contractor shall perform all testing, troubleshooting, calibration, and hardware (H/W) and software (S/W) related corrective actions with the most available H/W and S/W revisions necessary to support all CASS station configurations, subsystems, ancillaries, support equipment, and support of support equipment located at NADEP JAX. The Government will provide facilities, utilities, and security for CASS station operations and maintenance under this contract. Facilities are located at NADEP JAX. Contractor personnel shall be located on-site and occupy the existing office and work spaces in Government facilities. The contractor shall provide on-site support for CASS stations (hardware, software and ancillary equipment) for CASS TPS developers during integration, FAT, and PAT testing phases. The Contractor shall provide CASS Engineering Support to maintain CASS stations and provide CASS support to CASS TPS developers. The quality of products and services is a function of the processes, materials, procedures, and craftsmanship employed. The contractor shall establish, implement, and document Standard Operating Procedures that ensure best quality CASS stations at NADEP JAX, in accordance with ANSI/ISO/ASQC Q9000-2000, Q9003-2000, and Q9004-2000. It is anticipated that the NAICS code will be 541512 (Computer Systems Design Services), and the FSC code will be J066 (Maintenance & Repair of Equipment/Instruments & Lab Equipment). The Navy intends to award a Firm Fixed Price contract for this requirement. The period of performance is to start 01 June 2006 through 30 September 2006, plus 4 option years.
