Description
Bureau of Indian Affairs (BIA) Warm Springs Agency, Transportation Department combined Synopsis/Solicitation, Commercial Services - 680 tons Magnesium Chloride for and applied to BIA road systems. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number RMP00060008 is a request for quote (RFQ). The closing date for receiving quotes is 04/05/2006 end of business day. This request for quote is unrestricted. All responsible sources may submit a quote, which will be considered. By authority in FAR 52.212.02 award will be made to the lowest responsive quote. This RFQ is for 580 tons of Magnesium Chloride delivered and applied to the following Warm Springs BIA roads systems: route 33, 3.3 miles, 115 tons; route 7002, 2.2 miles, 77 tons; route 7, 5.5 miles, 192.5 tons; route 15, 1 mile, 80 tons; route 25, 1 mile, 35 tons; route 76, 2.3 miles, 80.50 tons; Performance period dates as follows: April 10, 2006 through May 10, 2006. Contractor to coordinate application of Magnesium Chloride with assigned Contracting Officer Representative (COR) to insure that BIA Division of Transportation has prepared above listed routes prior to application of Magnesium Chloride. COR to be assigned after award at time of award. The following FAR clauses are applicable and this synopsis/solicitation incorporates all provisions and clauses in effect through Federal Acquisition Circular (FAC #2005-07(b). FAR 52.222-22 Previous Contracts and Compliance (FEB 1999) The offeror represents that-(a) It _has, _has not participated in a previous contract or subcontract or subcontract subject to the Equal Opportunity clause of this solicitation; (b) It _has, _has not, filed all required compliance reports; and (c) Representations indicating submission of required compliance reports, signed by proposed subcontractors, will be obtained before subcontract awards. (end of provision) FAR 52.222-25 AFFIRMATIVE ACTIONS COMPLIANCE (APR 1984) The offeror represents that (a) it _ has developed and has on file, _ has not developed and does not have on file, at each establishment, affirmative action program required by the rules and regulations of the Secretary of Labor (41 CFR 60-1 and 60-2), or (b) it _ has not previously had programs requirement of the rules and regulations of the Secretary of Labor. FAR 52.102 incorporating provisions and clauses by reference apply to this contract. All FAR clauses can be referenced at www.acqnet.gov. FAR 52.212.01 applies to this contract under the NIACS code 325199, 1,000 employees or less is consider a small business under the listed NIACS code. FAR 52.212.05 applies to this contract with the following clauses marked, FAR 52.222-3, FAR 222.19, FAR 52.222.21, FAR 52.222-26, FAR 52.222-36, FAR 52.225.01, FAR 52.225.13, FAR 52.225-15, FAR 52.232.33, FAR 52.232.36. You must complete and return FAR 52.212.03 Offeror Representations and Certifications-Commercial Items. In addition, contractor shall provide answers to Clauses 52.222-22 and 52.222-25 listed above. Contractors must be registered in the Central Contractor Registration website(www.ccr.gov) in order to be awarded contracts from the Department of Interior Bureau of Indian Affairs in accordance with FAR 52.212-04(t) (Central Contractor Registration).
