Description
This announcement re-opens Solicitation W9128F-05-R-0046. On or about 5 April 2006, this office will issue Request for Proposals for Solicitation W9128F-05-R-0046 for design and construction of the REPLACE MILITARY FAMILY HOUSING, PHASE 12, MINOT AF B, NORTH DAKOTA. The solicitation will close on or about 10 May 2006 at 1400 (2:00 PM CST) hours. This solicitation is UNRESTRICTED, OPEN TO BOTH LARGE AND SMALL BUSINESS PARTICIPATION. Site Visit/Pre-Proposal Conference A tentative site visit and Pre-Proposal conference will be held at Minot AFB on 20 April 2006 from 9:00 a.m. until 12:00 noon. Assembly will take place in the DG Room of the Jimmy Dolittle Center on Minot AFB, ND. The conference will begin promptly at 9: 00 a.m. local time, addressing project questions and discussion lasting until 10:30 a.m. local time. A site visit is scheduled from 10:30 a.m. until 12:00 noon local time. See Obtaining Solicitation Documents below. Project Description: This is a Design-Build Project. The work consists of design and construction of the Replace Family Housing, Phase 12 project at Minot AFB, North Dakota. The work consists of demolition of 348 existing housing units and replacing - construction of 223 new units. New units shall be duplex configuration for Junior Non-Commissioned Officer-JNCO units and detached single-family dwellings for Field Grade Office r-FGO units. Design and construction consists JNCO 2-Bedroom-Modified and FGO 3-Bedroom units. Infrastructure work includes utility upgrades, road improvements, landscaping, etc. All units will require double-car garages, central air conditioning, refri gerators, garbage disposals, dishwashers, water heaters, range/ovens, automatic garage door openers, carbon monoxide detectors and smoke detectors. RFP Evaluation - Firms desiring to participating in the RFP process will submit technical requirements as required by the solicitation and will be evaluated based on the best value approach considering technical elements for evaluation - e.g., Experience, Past Performance, Project Management, Concept Design - Housing and Site, Utilization of Small Business, and Price. An adjectival method of evaluation ratings will be used to evaluate the technical factors. Price will be reviewed for realism and reasonabl eness. The estimated design and construction cost of this project is between $30,000,000 and $50,000,000. The Construction Cost Limitation for Phase 12 will be specified in the Solicitation. Obtaining Solicitation Documents: Offerors (Bidders): Please be advised that an on-line registration requirement in Central Contractor Registration (CCR) database http://www.ccr.gov/ and directed solicitation provisions concerning electronic annual On-line Representations and Certifications (ORCA) at http:// orca.bpn.gov . Representations and certifications are required to up dated annually as a minimum to keep information current, accurate and complete. The electronic annual representations and certifications are effective for one year from date of submissio n or update to ORCA. The plans and specifications will be available for download on the FedTeDs website (http://www.fedteds.gov ) ONLY, using a link provided in FedBizOpps. There is no search capability in FedTeDs. Compact Disks will not be sent out and a Plan Holders list i s not available. Instructions to access technical data and the associated software required (viewers) to view the project plans and specifications can be accessed on the Omaha Districts Contracting Division web page (https://www.nwo.usace.army.mil/html/ct -m/webpage.htm ). Offerors or interestered parties who registered on the EBS website in October 12, 2005 and since that date must re-register in FEDTEDS to view the so licitation. This office will no longer send copies (paper or CDs) of amendments and solicitations to interested parties. Solicitation documents will be posted on Federal Technical Data Solutions (FedTeDS) when issued. FedTeDS is a web-based dissemination tool designe d to safeguard acquisition-related information. When solicitation documents have been issued and posted to FedTeDs, synopsis or pre-solicitation notice will be amended and a link provided to access FedTeDS*. The process to download from FedTeDS is as foll ows: 1.
