Description
This project is a US Army Corps of Engineers project using the new MILCON Transformation methodology. This project is the first contract of the three contracts in the first phase of a multi contract 4 phase project. This project consists of the com plete design and partial construction of the site development of the 2nd BCT Barracks Complex, the complete design and construction of Barracks for 328 Soldiers, and the supporting facilities, and the deconstruction of 32 bunkers at Ft. Campbell, KY, compl ete with associated utilities, storm drainage, communications, electric, HVAC, fire protection, paving, walks, curbs & gutters, access drives, exterior lighting, site improvements and landscaping. The Barracks project is intended to be similar both functi onally and technically to Apartment facilities in the private sector community surrounding the Installation. This solicitation is a Design/Build Best Value solicitation process. This process requires potential offerors to submit their information for consideration by the Government. The technical information will be reviewed, evaluated, and rated by the Governm ent. Cost information will not be rated, however, cost will be considered. All evaluation factors, other than cost or price, when combined are considered significantly more important than the cost or price in relative importance. The proposal process co nsists of Performance Capability (Organization-Business Management Plan, Specialized Experience, Past Performance, Key Personnel and Preliminary Schedule), Design Information (Building Functional and Aesthetics, Building Systems and Material Quality, Site Design and Sustainability Requirements), Price and Pro-Forma Information. Solicitation is to be issued on or approximately 4 April 2006 with proposals due on or approximately 19 May 2006, 3:00pm (local time). The NAICS for this project is 236220 with $28.5 million size limit. This project is set aside for 8A competitive contrac tors only. The range is $25,000,000 - $100,000,000. This project is available by downloading from the Internet only.
