Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The National American Industry Classification Code is 332312 with a Business Size Standard of 500 employees. This solicitation is issued as a total small business set-aside. All responsible sources may submit a quote which shall be considered. The Federal Bureau of Investigation (FBI) has a requirement for a one time, firm-fixed price purchase of an Automotive Spray Paint Booth with the following minimum specifications: Inside Dimensions - 26'L x 14'W x 9' H (+/- 3" on any of the dimensional specifications); Outside Dimensions - 26.5'L x 14.5'W x 10.5'H (+/- 6" on L or W Dimensions - +/-2" on H); Vehicle Entrance Door - 9' W x 9'H (+/- 2") Utilize a Tri-fold Door with Personnel entry on One Door; Personnel entry door on Long Wall Next to Mix Room; Mix Room 6'W x 8'L and Vented with approximately 20,000 Lumens and Matching Booth Cabin Components; (No entrance from mix room into booth but locate second personnel entrance door next to mix room entrance door); Booth walls are double panel (white - inside and outside) and insulated; Booth will be Semi-Downdraft System (must be convertible to full downdraft with minor modifications); Interior Booth Lighting will Utilize Hip Lighting and Corner wall lighting at approximately 240,000 Lumens; Double Glazed Glass Wall and Door Observation Windows measuring approx 18"W x 48"H (1 each personnel door, vehicle door and approx 3 down each long wall of the booth - at least one from the mix room looking into booth if this option selected); Booth will have Bake Cycle with heat Recirculation; Insulated Plenum; Air Make-up Unit - 14K-16K cfm Utilize Frequency Drives and deliver .75-1.5 Million BTU LPG Burners, Remote locate unit on Mezzanine above booth (only floor panels can be removed from mezzanine for ducting purposes - otherwise no structure can be removed or modified); Variable frequency drives on intake and exhaust motor speed; Energy management system for controlled startup with programming that detects inactivity of air pressure from spray gun; Remote Control Panel to control critical functions (bake, air Recirculation, progressive lighting, controlled startup) utilizing touch pad controls; Dry Chemical Fire Suppression; Virginia, Stafford County Permits (building, mechanical, electrical, fire suppression); Contractor will make all necessary building penetrations for system installation - mechanical and fuel; All necessary filters; One (1) year warranty - Parts and Labor; ?Turn Key? Installation - Booth Installation, Shipping, Assembly, Building, Electrical, Mechanical, Fire Suppression Permits- include everything needed for final county inspection; Permits submitted to Stafford County within 15 business days upon award of contract; and, ?Turn-Key? Booth operation required within 75 days after permits are pulled / approved from County. All contractor personnel involved with this installation will have to pass a Limited Background Investigation before entry into space is granted - Full Name, SSAN, Fingerprint Card. Contractor will limit foot print as much as possible when offering a booth option. The Government will provide: Sufficient space for booth; Provide Sufficient electrical service (225 A 3 phase 208V service panel - existing - within 10' of back wall of booth); Provide sufficient LPG fuel supply (current building BTU load is 775K on a 2" gas pipe after the regulator); Provide building drawings; Unload shipped booth (will not inventory shipment). The purchasing activity is not responsible for locating or securing any information which is not identified in the quotation and reasonably available to the purchasing activity. All compliant quotes received by the due date will be considered by the government. Delivery will be to Stafford County, Virginia 22135 (Specific Location will be provided to awardee). All quotes shall be submitted to FBI Academy, Hogan?s Alley, Building 15, Quantico, VA 22135, Attn: Gary Hopkins, no later than 1:00 PM, EST, 6 April 2006. Bidders are hereby notified that if your quote is not received by the date/time and location specified in this announcement, it will not be considered. Offerors are to include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications - Commercial Items, with their offer. Incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-08. The provision at 52.212-1, Instructions to Offerors - Commercial, applies to this acquisition. The provisions of 52.212-2, Evaluation - Commercial Items, are applicable. The clause at 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition. The clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders - Commercial Items, applies to this acquisition. Addendum to 52.212-1 Modify: (b) Submission from offer(s) is to read as follows: Submit signed and dated offer(s) to the attention of Mr. Gary W. Hopkins, Contracting Officer, at FBI, RFQ E002703, Hogan?s Alley, Building 15, Quantico, VA 22135. Clause 52.212-4, add 52.233-2 Service of Protest (AUG 1996), Department of Justice (DOJ), Justice Acquisition Regulation (JAR) Clauses, 2852.233-70 Protests Filed Directly with the Department of Justice (JAN1998), and 2852.201-70 Contracting Officers Technical Representative (COTR) (JAN 1985), Mr. Anthony Baumann, Chief Contracting Officer, Federal Bureau of Investigation, 935 Pennsylvania Ave., NW, Washington, DC 20535-0001, shall serve as the FBI?s contact in accordance with 52.233-3 Protest After Award. Addendum to 52.212-2 (a) Award will be made on the basis of the lowest evaluated price of proposals meeting or exceeding the acceptability standards for non-cost factors. Past Performance will be based on telephonic performance evaluations received from previous contracts provided in the quote. The evaluation of this RFQ will be in accordance with Parts 12, 13, and 15 of the FAR.
