Description
The Agency of Substance Abuse and Mental Health Administration (SAMHSA), Center for Substance Abuse Treatment (CSAT), through the General Acquisitions Branch (GAB), Program Support Center (PSC), is seeking sources for a 12 month contract using simplified acquisition procedures. The anticipated date of award is April 14, 2006. The purpose of this program is to educate young athletes, their mentors and/or coaches about performance-enhancing substances and the risks and consequences related to their illegal use. The contractor shall be responsible for the following tasks: Products to be developed as part of this project shall include: A video which disseminates information regarding the damage to health caused by anabolic steroids, a brochure that builds on information from the ?Athletes Training and Learning to Avoid Steroids? (ATLAS), a program supported by NIDA. a pamphlet which builds on information from the ?Athletes Targeting Healthy Exercise and Nutrition Alternatives? (ATHENA), a program supported by NIDA. Provide SAMHSA/CSAT with a contract plan within 30 days of contract award. The plan shall describe and provide for the dissemination of the project?s message that anabolic steroids can and do damage the health of adolescent users. The plan shall include some of the following information: describe the specific information to be included in the steroid education materials to be produced; include a rationale and plan for material distribution; identify and discuss the roles of collaborating project partners as it pertains to delivering the message that anabolic steroid use can and does damage health; propose a timetable for the production and dissemination of materials named in this contract and ten (10) sites for the conduct of high school student assemblies; describe with specificity the targeted high school outreach effort; identify and describe the means of outreach to be used in those cities in which targeted high schools are located; Create proposed publications and video materials that describe the health effects of anabolic steroid use. The print materials shall include one (1) informational brochure prepared for the ?adolescent male student athlete? target audience and one informational brochure tailored to reach adolescent female students. Plan, manage and staff steroid education/information outreach efforts to selected high schools convened in order to promote the message that 1) anabolic steroids are harmful and 2) accurate information regarding the health effects of steroids is available in the form of the consumer education materials produced as part of this project. The targeted high school outreach effort will involve convening student assemblies at no fewer than 10 high schools in the United States (the selection of sites shall take into account the need to reach the maximum possible number of adolescent student-athletes across geographic regions). Secure the commitment of Major League Baseball or the National Football League to provide a nationally recognized representative to appear and participate in each of the high school assemblies and related information-sharing events. Secure the commitment of local chambers of commerce, service and civic organizations to host and convene news/public information-sharing events that convey the message that anabolic steroids can be and do damage health. The contractor shall ensure that these public information sessions are convened in each of the 10 cities in which school assembly events are convened. The contractor shall ensure that these events are scheduled in concert and coordination with the school assemblies. These news and information sharing events shall take place the same day as the school assemblies, or as soon as practicable thereafter. The events shall be structured in a manner which ensures that the message regarding the health effects of anabolic steroids reaches the widest possible numbers of high school student athletes, their coaches and mentors. Prepare three reports - one due at the conclusion of each of first 3 quarters of the period of performance ? describing the status of all project activities. Prepare a complete final report, due 30 days following the close of the period of performance. This final report will include all program information such as planning, goals, activities, the role of all project partners and materials developed.
