Description
The National Institute on Alcohol Abuse and Alcoholism (NIAAA) is seeking capability statements from organizations (NAICS 541710, small business size standard is 500 employees) with experience with rat or mice animal models to provide support for evaluating proprietary test compounds in validated animal models of heightened ethanol drinking and anxiety following a history of alcohol dependence. This is not a solicitation announcement. This is a sources sought synopsis only. The purpose of this sources sought synopsis is to gain knowledge of potential qualified sources and their size classification as a HUBZone 8(a), 8(a), HUBzone, Small Disadvantaged Small Business, Service Disabled Veteran Owned, Veteran Owned, and Women-Owned Business relative to the NAICS code. Two projects are envisioned. One project is for the Preclinical Medications Screening in Genetic Models of Alcoholism. The other project is for Preclinical Medications Screening in Alcohol Dependence and Anxiety Models. Requirements and Tasks: The requirements include the in-house capability and experience to conduct preclinical evaluations of test medications in behaviorally based rat or mice models of excessive alcohol drinking and preference resulting from genetic vulnerability or alcohol dependence. Proprietary compounds will be evaluated using prescribed protocols, and the resulting data will be used by NIAAA. Specific project requirements include: 1) performing all studies and statistical analyses, 2) ensuring the quality of the study data, 3) preparing final compound study reports, and 4) providing scientific expertise on the development of experimental protocols, if deemed necessary. Information Requested: Submitted information should be relevant and specific in the technical area under consideration, on each of the following qualifications: (1) Experience: An outline of previous work specific to the requirements listed above; (2) Personnel: Name, professional qualifications and specific experience of scientists and/or technical personnel who may be assigned as principal investigator and other key positions; and (3) Facilities: Availability and description of facilities and equipment required to conduct the necessary tests. Any other specific and relevant information that would improve our consideration and evaluation of the information presented is desirable. The capability statement(s) must: Demonstrate the ability to implement required tests in animal models of alcoholism, and possession of, or a reasonable plan to obtain, the specialized supplies required to perform these tests. Document and demonstrate and understanding of how animal models of alcoholism may be used to identify promising medications for the treatment of alcoholism, and issues involving collaborations with suppliers of proprietary compounds. Document the availability of a project director who must hold an appropriate advanced academic degree (PhD., MD) and have demonstrated expertise in the field of neuroscience or behavioral pharmacology as indicated by support on grants, cooperative agreements and/or contracts awarded by federal or non-federal organizations. The Project Director must have documented experience testing experimental compounds for the treatment of addiction in animal models, and experience in project management in the conduct of animal studies relevant to testing preclinical testing of therapeutics as demonstrated by publications, accomplishments and past performance. Include resumes of proposed key personnel (and consultants) to document and demonstrate scientific experience and competence necessary to carry out the project. Basic credentials for proposed personnel for: 1) knowledge of, and experience in conducting rodent studies of alcohol effects or related areas and 2) knowledge of, and experience in, the field of alcoholism research or other relevant areas. Proposed key staff and consultants will also be evaluated on their availability to the project. Provide evidence of access, or a feasible plan to acquire, required equipment, animals and facilities necessary to perform this project. Document availability of necessary on-site laboratory space, analytical equipment, AALAC accredited animal quarters, bioinformatics and computer resources necessary to perform this project. Document access to a safe vaporous alcohol delivery system capable of achieving and maintaining precise dependence-producing blood alcohol levels in rats or mice. Provide evidence of organizational experience in supporting the conduct of studies similar to the studies described above including the ability to effectively conduct, manage, and coordinate the resources to insure successful operation of the technical plan and carry out the project. Demonstrate and document past performance, in any capability statements submitted, and extensive experience with and the ability to perform the above tasks. Organizations should demonstrate capability to administer and coordinate interrelated tasks in an effective and timely manner. Documentation may include, but not be limited to, a minimum of five contracts performed for both Government and commercial organizations to include references, i.e., names, titles, telephone numbers and any other information serving to document the organizations capability. A separate capability statement must be prepared for each project. Your responses will assist the Government in selecting the appropriate acquisition mechanism. The page limit is 25 pages in font size 10 or larger. Responses are due April 5, 2006. Responses to this notice shall include the organization?s name, address, point of contact, size of business pursuant according to the North American Industrial Classification Code (NAICS) and must address all the technical information requested. Additionally, the response must provide answers to the following questions: Is your organization a small business under the NAICS code? Does your firm qualify as a small disadvantaged small business? If disadvantaged, specify if your firm is certified under section 8(a) of the Small Business Act. Are you considered a certified HUBZone firm? Are you considered a woman-owned or operated business? Are you a certified Service-Disabled Veteran Owned or Veteran Owned business? This notice is for information and planning purposes only and does not commit the Government to any contractual agreement. This is not a request for proposals. The Government does not intend to award a contract based on responses under this announcement nor otherwise pay for preparing any information sent or the Government?s use of the information. Any proprietary information should be so marked. Interested organizations presenting a capability statement in response to this sources sought announcement must identify their size status. Please submit written capability statements by April 5, 2006 to the NIAAA R&D Contracts Management Branch.
