- The U.S. Department of Commerce, National Oceanographic and Atmospheric Administration (NOAA) and the National Ocean Service (NOS) intend to negotiate on a sole source basis with Congressional Quarterly Inc., Washington D.C. to provide a proprietary twelve month electronic subscription to allow authorized NOS subscribers access to CQ.com and the following data sources: CQ Today (news); CQ Today (schedules); Newsmaker Transcripts; CQ Greensheets; CQ Budget Tracker (web & e-newsletters); CQ BillTrack & Custom Bill Reports; CQ Bill Analysis; BillText; Bill Text Comparisons; CQ Committee Markup Coverage; Congressional Transcripts; Congressional Record; CRS Bill Digest; CQ House Action Reports; SenateWatch; Member Profiles; Custom Lists, Searches & Alerts). The Subscription Term shall be April 1, 2006 through March 31, 2007. This Congressional Quarterly web based legislative tracking service provides round the clock coverage of Congress and national policy. Notwithstanding the Government?s intent to negotiate this requirement on a sole source basis under the authority of 41 USC 253 (c)(1), responsible sources may submit a statement of qualifications which, if timely received, will be considered by NOAA.
