- Description
- The Naval Air Warfare Center Aircraft Division, Patuxent River, MD intends to procure eleven (11) Digital Control System with Internal ACM, along with additional cable kits, video auto-tracking options, and installation kits. The Government intents to solicit and negotiate with Brashear LP, 615 Epsilon Drive, Pittsburgh, PA 15238. These items are to be procured using a firm fixed price, indefinite delivery/indefinite quantity contract, with a base year plus four option years. The contract should include Freight On Board (f.o.b.) Destination shipping terms. Deliveries shall commence no later than six (6) months after issuance of delivery order. The award date is anticipated to be on or before 30 April 2006. Delivery will be to the Receiving Officer, Supply Department, Bldg. 665, 47179 Vaughn Road, (NASSU), Patuxent River, MD 20670. Inspection and Acceptance shall be at destination. The contractor shall extend to the Government, full coverage of any standard commercial warranty normally offered in a similar commercial sale. Acceptance of the warranty does not waive the Government's rights under the Inspection clause, nor does it limit the Government's rights with regard to the terms and conditions of this contract. In the event of a conflict, the terms and conditions of the contract will take precedence over the warranty. The warranty period shall begin upon final acceptance of the applicable deliverable listed in the schedule. This is not a request for competitive proposals. The government intends to negotiate on a sole source basis with Brashear because the company is the original manufacturer of all cinetheodolites, as well as the KTM tracking mounts, currently used by ATR. They are the only known company that has successfully integrated a digital controller unit to the cinetheodolite, and have demonstrated it to work properly with the current system, thus meeting the Government?s minimum requirements. Installation is to take place at the Naval Air Warfare Center Aircraft Division, Atlantic Test Range facility, Patuxent River, Maryland. All interested parties may submit a capabilities statement, which shall be considered by the agency for equal items. All capabilities statements received by 2:30 pm Eastern Standard Time, April 7, 2006, will be considered by the Government solely for the purpose of determining whether to initiate a competitive procurement. Technical capability will be determined solely on the content and merit of the information submitted in response to this provision. Therefore, it is incumbent on the interested parties to provide sufficient technical literature, documentation, etc., in order for the Government to make an adequate technical assessment of the capabilities of the alternate equipment.
