Description
AIRCRAFT DEPOT MAINTENANCE, SITE SUPPORT, AND ENGINE DEPOT FOR THE C-9B/DC-9 SERIES AIRCRAFT, POC Contract Specialist, Jason Lev (301) 757-5927. Contracting Officer, Anthony J. DeVico. In support of the Multi-Mission Aircraft Program, the Naval Air Systems Command (NAVAIR) has a requirement for Contractor Logistics Support (CLS) for the Navy?s nineteen C-9 (17 C9B and 2 DC9), and the USAF?s three C-9 aircraft. There are three distinct efforts to be procured under the following three contracts, Site Support, Airframe Depot, and Engine Depot: (a) The site support effort consists of issuing parts and materials, assembling kits, receiving items for repair or overhaul, and providing replenishing inventory at each on-site storeroom (Incumbent Contractor, L-3 Communications Vertex Aerospace LLC, 555 Industrial Drive South, Madison MS 39110-9073, N00019-00-D-0278). Site support will be at Atlanta NAS, Norfolk NAS, Whidbey Island NAS, Willow Grove NAS, Cherry Point MCAS, and Scott AFB. (b) Airframe depot maintenance services (SDLMs, PDMs, MTIs) for the Navy and the USAF necessary to meet C-9 aircraft operational requirements . Also included will be unscheduled maintenance/drop ins and field team maintenance that occurs away from the Contractor?s designated depot facility, via Contractor Field Teams or Contractor selected Subcontractors and Vendors (Incumbent Contractor, Lockheed Martin Aircraft Center, 244 Terminal Road, Greenville SC 29605, N00019-00-D-0279). (c) Engine depot services for the Navy and USAF of Pratt & Whitney JT8D-9A engines such as scheduled and unscheduled engine shop visits. Also included is field team support for repairs away from the depot facility. Engine support may also include a small number of T-43A engines for the USAF, as well (Incumbent Contractor, Aerothrust Corporation, PO Box 522236 Miami FL 33152, N00019-00-D-0419). In order to provide the Government sufficient time to solicite and award the C-9 CLS competition (RFP N00019-05-R-0044), an extension to the existing three current contracts is required. This is a notice of intent to request proposals and negotiate with L-3 Communications, Lockheed Martin, and Aerothrust Corporation on an other than full and open competitive basis. The Government intends to negotiate on a sole source basis with each contractor on their respective contracts. The applicable NAICS code is 488190 with a small business size standard of $6,000,000.00. The proposed action will result in three modifications to existing firm fixed priced with T&M rates and cost reimbursement material contracts with ordering periods anticipated to be from 01 Oct 2006 through 31 March 2007. These three contract extensions are to support a delay in anticipated contract award of RFP (N00019-05-R-0044) for the combined C-9 CLS effort currently posted on the NAVAIR Homepage under: http://www.navair.navy.mil/doing_business/open_solicitations/solicitation_view_action.cfm?Sol_No=N00019-05-R-0044. No solicitations will be issued for these three contract extensions. THIS IS NOT A NOTICE OF SOLICITATION ISSUANCE. Note 22 applies.
