Description
STATEMENT OF WORK The Albuquerque Area Office of the Bureau of Reclamation (Reclamation) and the Regional Office of the Bureau of Indian Affairs (BIA) in Albuquerque is seeking an individual to temporarily support the newly-appointed Designated Engineer (DE) for the BIA. The DE is responsible for ensuring that sufficient water is provided to meet the requirements of the six Middle Rio Grande pueblos for irrigation of prior and paramount lands. In order to meet those requirements, the DE may request Reclamation to release water in storage at El Vado reservoir. In addition, the DE must also work closely with the Middle Rio Grande Conservancy District to monitor the water deliveries and operations of the distribution facilities. Based on preliminary indications, the Rio Grande basin will have low runoff this year. As a result, the water operations could cause conflicts and disagreements among all of the stakeholders. Therefore, the DE needs an individual to provide support and consultation on how to effectively work with all of the parties involved in the Rio Grande basin water operations. In order to successfully complete this effort, the awardee must be extremely familiar with and knowledgeable of the policies, regulations, structure, and processes of the six Middle Rio Grande pueblos, the Middle Rio Grande Conservancy District, Reclamation, BIA, the Army Corps of Engineers, and the Geological Survey. The awardee also needs to understand the water operations and the potential impacts associated with changes to the water operations in the Middle Rio Grande valley. In addition, the awardee needs to be skilled in dispute resolution as well as an effective communicator. The awardee must be capable of acting as a calming influence in volatile situations, enabling the individuals and groups to reach agreement on potential solutions. It is Reclamation's intent to hire an individual for approximately two months, beginning in April 2006. The awardee will be responsible for introducing the DE to the various stakeholders, demonstrating how to work through various problems, and to help the DE become successful in their position. It is anticipated that the first two weeks will require the awardee's effort full time (40 hours per week) and the remaining weeks will require approximately 20 hours per week. At the end of the time period, the awardee will be required to complete a performance evaluation of the DE which will identify the strengths as well as weaknesses in the DE's performance. The performance evaluation will be provided to the DE's supervisor. In addition, the awardee will also provide recommendations for training as well as other suggestions which could enhance the DE's performance and enable long term success.
