- THIS SOLICITATION IS OPEN TO ALL FIRMS AUTHORIZED TO PERFORM WITHIN JAPAN THE TYPE OF CONSTRUCTION WORK SPECIFIED IN THIS SOLICITATION. SPECIFICALLY, AN OFFEROR MUST BE DULY AUTHORIZED TO OPERATE AND DO BUSINESS IN JAPAN AND MUST FULLY COMPLY WITH A LL LAWS, DECREES, LABOR STANDARDS, AND REGULATIONS OF JAPAN DURING PERFORMANCE OF THE CONTRACT. IN ADDITION, PRIOR TO AWARD OF THE CONTRACT, OFFERORS MUST BE REGISTRED WITH THE GOVERNMENT OF JAPAN TO DO CONSTRUCTION WORK IN JAPAN AND POSSESS NECESSARY CON STRUCTION LICENSES AND PERMITS REQUIRED TO PERFORM THE WORK REQUIRED UNDER THIS SOLICITATION. This project will construct a 60 Hz Power Plant that generates electricity using natural gas fired turbine generators. The base bid for the contract is for a 25 MW plant, contractors may offer a 30MW plant as a betterment for additional consideration. The scope of work includes demolishing existing structures at the project site, all design required for the power plant, foundation work for the new power plant, construction of the new power plant facility and installation of generation equipment and proc ess support equipment. This is including, but not limited to, gas fired generators, gas compression equipment, required environmental monitoring and mitigation equipment, electrical switchgear and bus system, SCADA controls, fire protection, office suppor t space, maintenance storage space, and other facilities as will be required in the request for proposal. The contractor will be required to perform start-up testing and provide operational and maintenance support until the project is accepted by the Gover nment. The estimated cost of the contract is between 2,500,000,000 Japanese Yen and 10,000,000,000 Japanese Yen. The solicitation will be issued on or about 10 April 2006.
