Description
The Joint Attack Munition Systems (JAMS) Project Office plans to procure by full and open competition JAMS Missile Launchers (JMLs), launcher spares, engineering services, modification work order (MWO) support, and depot level maintenance. The JML p rogram addresses the requirement for a multi-platform missile launcher in the current and future force. The effort will include production of an aircraft launcher that will support multiple platforms, ensure maximum commonality across launcher configurati ons, cover full qualification, and airworthiness. The JML will be utilized to carry and launch the JAMS Project Office family of HELLFIRE missiles and potential future force air to ground missile. The requirement will consist of three launcher configurations which will be built to a performance based spe cification an unmanned aerial vehicle (UAV) launcher; a dual-rail launcher; and a quad-rail launcher. The UAV launcher configuration will be used in conjunction with Army UAV platforms and will provide carriage and launch of up to four missiles. The dual -rail launcher configuration will be used in conjunction with light attack/reconnaissance platforms and will provide carriage and launch of up to two missiles. The quad-rail configuration will be used in conjunction with attack platforms and will provide carriage and launch of up to four missiles. The JML electronics package will be required to be backwards compatible with the current M299 Longbow/HELLFIRE launcher. The overall requirements of the engineering services that will be performed by the contractor will include the conduct of any non-repetitive investigation, inspection, analysis, test or evaluation effort which may impact the software or hardware of the JML , its components, and/or configuration variants, and support of field systems. The contractors efforts will include planning and managing an engineering services program, accomplishing product engineering tasks such as, resolving JML integration (JML to aircraft and JML to missile) issues, studies (failure analysis with corrective actions), data analysis, and documenting all such efforts in the form of report, drawings, specifications, manual, etc., as required. The contractor will be required to manufacture initial and replenishment spares. The contractor will provide all required services, manpower, facilities, material, supplies, and parts required to perform full depot level maintenance support to include repa ir of JMLs and JML subassemblies to return the items to a fully operable and service-able condition. The contractor will be required to provide MWO support to fielded and stored JMLs located in both the Continental United States (CONUS) and outside CONUS. The objectives of the procurement are: (1) quickly develop a cost effective and reliable JML, (2) complete the initial effort within 21 months of contract award (with future lead time NTE 15 months) to provide an operational capability in FY09, (3) mitigat e technical and schedule risk, (4) minimize production and operational support costs, and (5) develop an operationally safe system that maximizes commonality and is capable of being spiraled to meet future requirements. The procurement will consist of a b ase year and four option years. The quantity of JMLs for the base year will be a range of 76 to 458 each.
