- TACOM RI is seeking sources interested in functioning as the Arsenal Support Program Initiative (ASPI) Site Manager at Watervliet Arsenal (WVA), Watervliet NY. Site manager will have authority to execute tenant agreements for up to 25 years with i nterested commercial firms. Site managers responsibilities include, but are not limited to, planning, programming, administration, coordination and management necessary to insure the successful execution of the ASPI program at WVA. Site manager is respo nsible for executing an overarching business plan, in coordination with the Government, for purpose of attracting to the site private sector high technology R&D and manufacturing firms and other compatible business and organizations. The ASPI program is d esigned to help maintain the viability and unique capabilities of the countries manufacturing arsenals. The ASPI program permits commercial firms to utilize excess and underutilized portions of the arsenals and obtain access to Arsenals skilled workforce base for commercial purposes. The Site manager will create strategies, market, manage A&E design and construction activities, execute tenant agreements, collect rent from tenants, secure state and local grants to assist location of commercial firms on WVA, coordinate with local and r egional development authorities, and comply with applicable federal, state and local laws/regulations regarding safety, health, environment and historical preservation. Please note that if a solicitation is issued based on this announcement, any subsequent award will be issued as a no cost, firm fixed priced facilities contract with base year and options. Government will furnish the contractor office space: t he Contract or will be responsible for all their operating expenses. A portion of the proceeds (rent) generated through tenant use agreements will fund the site managers operating expenses.
