Description
The U.S. Coast Guard Engineering Logistics Center is seeking qualified sources capable of supplying Main Diesel Engine Upgrade Kits: (1) Stock Number 2815-01-G06-0843, Part Number 16612245, estimated 9 each; and (2) Stock Number 2815-01-F06-0844, Part Number 16612246, estimated quantity 9 each. Kits shall be used to upgrade the Main Diesel Engines installed onboard the 140? WTGB Coast Guard vessels. Substitute part numbers shall not be acceptable. It is the Government belief that only Fairbanks Morse, the Original Equipment Manufacturer (OEM), and/or their authorized distributors can supply these kits. The Government did not procure the technical and engineering data rights to provide with the solicitation to allow the manufacturing of each part contained in each kit, therefore it is the Government?s belief that only Fairbanks Morse Engine, and/or their authorized distributors, can supply these kits and can ensure the correct parts are supplied in each kit and that each component within the kit is the proper form, fit, and function to ensure compatibility with the existing Fairbanks Morse Model 38D8 1/8 Engines. Concerns, other than the OEM and/or the OEM?s authorized distributors, having the expertise and required capabilities to supply these kits are invited to submit complete and current information discussing their capabilities within 10 calendar days from the day this notice is posted. The information that must be submitted includes: (1) Complete and current engineering data to demonstrate offeror capabilities (i.e., salient physical, functional, and performance characteristics of each component within each kit) and/or (2) Data that the kits have successfully been supplied to the Government and/or the OEM, or that each component within each kit has been successfully manufactured for the Government and/or the OEM. This data must include sufficient information that fully demonstrates the offeror?s capabilities and to allow the Coast Guard to evaluate the information and offeror capabilities relative to the above requirements. Inquiries/information received after the established deadline shall NOT be considered for this acquisition. The submission of this data for review shall not impede award of this contract as planned. The Government does NOT intend to pay for information solicited. See Numbered Notes 12 and 22. It is anticipated that a fixed-price requirements-type contract, consisting of one base year and four options years shall be awarded as a result of this solicitation. This synopsis is issued pursuant to FAR 6.302-1 and HSAM 3006.302-1. For information regarding this acquisition, contact the Contracting officials listed herein.
