Description
The U.S. Forest Service is considering whether or not to set aside an acquisition for HUBZone, Small Business concerns or Service-Disabled Veteran-owned Small Business concerns. The estimated maximum value of this procurement is between $1,000,000.00 and $2,000,000.00. The NAICS is 237310 with a small business size standard of less than $28.5M The acquisition is for an Indefinite Delivery-Indefinite Quantity Performance Based-Services contract to provide road maintenance services throughout the Wayne National Forest. The performance period is for a base period of one-year and 4 one-year option periods. The scope of the acquisition is to provide maintenance of approximately 250 miles of single lane aggregate and native surfaced roads (including turnouts and turnarounds), 40 miles of two lane aggregate-surfaced roads, 2 bridge structures, 100+ gates, and 7 miles of paved two lane roads. Most roads are located in forested areas with moderate to heavy vegetation beside and overhead. The acquisition is expected to be issued under full and open competition procedures. However, in accordance with (1) FAR 19.1305, if your firm is HUBZone certified, or (2) FAR 19.14: if your firm is a Service-Disabled Veteran-Owned Small Business, or (3) FAR 19.502-2 (b) (1), if your firm is a Small Business, and intends to submit an offer on this acquisition, please respond by email to mcorse@fs.fed.us or by fax at (812)279-3423. In your response please include: (a) a positive statement of your intention to submit an offer for this solicitation as a prime contractor; (b) evidence of experience in work similar in type and scope. Please include contract numbers, project titles, dollar amounts, points of contact and telephone numbers. At least two and no more than four references are requested. Your response is required by March 27, 2006. All of the above must be submitted in sufficient detail for a decision to be made on a HUBZone, Small Business or Service-Disabled Veteran-owned set aside. Contractors are reminded that should this acquisition become a HUBZone set aside, FAR 52.219-3 Notice of Total HUBZone Set-Aside will apply. Should this acquisition become a Service-Disabled Veteran-Owned Small Business FAR 52.219-27 Notice of Service-Disabled Veteran-Owned Small Business Set Aside will apply. FAR 52.219-3 and FAR 52-219-27 each requires that at least 15 percent of the cost of personnel for contract performance be spent for employees of the concern. Failure to submit all information requested may result in an unrestricted acquisition. A decision on whether this will be pursued as a HUBZone set aside, a Small Business set aside, a Service-Disabled Veteran-owned Small Business Set-Aside, or an unrestricted procurement will be posted on FEDBIZOPS.
