Description
Provide Cadastral Surveying Services within the Hiawatha National Forest in the Upper Peninsula of Michigan This work will involve delineation andmarking the legal prperty boundary of National Forest System Lands. Professional services required may include, but are not limited to: corner search, monumentation and perpetuation of property corners and controlling corners associated with the surveys, control measurements, section subdivision, and boundary line marking. Work will range from small lot surveys to multi-sectional work. The Forest Service will award an Indefinite Delivery/Indefinite Quantity contract with a base year and an option to extend the contract for two additional one-year periods. Individual task orders will be issued against a contract as program needs arise. The Government guarantee to purchase minimum of $5,000 in services for the contract period. Contracts will be awarded specifically for the west zone of the Hiawatha National Forest. Only firms located within Michigan will be considered. A Michigan licensed Professional Surveyor must be assigned to each task order. Estimated contract award date is on or about May 19, 2006. Firms qualified and interested in providing professional surveying services of the type listed above are hereby invited to submit Standard Form 330, Architect-Engineer and Related Services Questionnaire. Additionally, firms should submit a supplemental narrative and samples addressing the following: 1. Describe the methods and techniques your firm will use to perform the type of work required under this solicitation. 2. Describe your corner search process. 3. Describe the approach you will use to resolve problems resulting from conflicting evidence at both PLSS and section subdivisional corners. 4. Describe how a control survey will be accomplished. 5. Describehow corner monumentation will be accomplished including theselection and use of accessories. 6. Submit copies of 2 cadastral certificate of surveys and 2 land corner recordation certificates prepared and/or signed by the professional surveyor proposed as the project leader for this announcement. Firms responding to this announcement before the closing date will be considered for selection, subject to any limitations indicated with respect to size, geographic location of firm, specialized technical expertise, or other requirements listed. Following an initialevaluation of the qualification and performance data submitted , two or more firms that are considered to be the most highly qualified to provide the type of services required, will be chosen for negotiations of unit cost for task items such as corner search, monumentation, control measurement, etc. Selection of ifrms for negotiation shall be made through an order of preference evaluation, based on demonstrated competence and qualifications,from information on the SF330 and the supplemental narrative indicating: (1) Professional qualifications for satisfactory performance of required services; (2) specialized experience and technical competence in the type of work required; (3) capacity to accomplish the work in the required time; (4) past performance on contracts with respect to cost control, quality of work, and timely compliance with performance schedules; (5) geographic location and knowledge of the locality of the project zone for which you have requested to be considered.
