Description
This synopsis is being posted to both the Federal Business Opportunities(FBO) page located at http://www.fbo.gov/ and the Navy Electronic Commerce on Line(NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Navy Sea Systems Command. The Naval Undersea Warfare Center Division Newport is seeking sources to replace the current silver zinc battery for the MK30 Antisubmarine Warfare (ASW) Training Target Program with a lithium ion battery. All interested parties should send a technical approach including past experience (approximately 5 pages) with cost/price estimates to Gregory Tsialas at tsialasg@npt.nuwc.navy.mil. The MK30 Antisubmarine Warfare (ASW) Training Target Program provides ASW training for Navy platforms (surface ships, submarines, and aircraft) by using reliable and maintainable unmanned undersea vehicles. The MK30 Target Vehicles simulate the acoustic and magnetic signatures and dynamics of submarines for realistic operational training. Currently, the MK30 Target Vehicles use a silver zinc battery as the primary power for operation, including electrical power for internal target equipment and the propulsion motor. The following are the Electrical and Mechanical Vehicle requirements: Mechanical Properties: Battery Hull Approximate usable length: 62.72 inches. Approximate usable diameter: 18.7 inches. Operating Voltage: 190 vdc ? 312 vdc Energy: 35,000 whrs (20 knots, 1 hour); 20,000 whrs (5 knots, 4 hours); 35,000 whrs (5 knots, 7? hours); Power, maximum 33,200 watts @ 20 knots; 4,400 watts @ 5 knots. Cold Start Voltage: 190 vdc minimum @0 ?C. Hot Start Operation: Meets all requirements when mission starts @ 44 ?C. Ready For Issue Stand: 30 days without recharge prior to mission. Post Mission Stand: 7 days without maintenance. Cycle Life: Meet all requirements for 200 cycles minimum. Wet Life: Meet all requirements for 5 years minimum. Weight: 818 lbs maximum. Accessibility: Single battery assembly (rack) capable of being installed/removed from the forward end of the hull section. Charging: Capability to charge in the hull is preferable. Equipment Cooling: No active cooling equipment. Reliability: Mean Time to Fault (MTTF)> 1.372 hrs. Mean Time Between Critical Fault > 1,635 hrs. Maintainability: Mean Corrective Maintenance Time (MCMT) 3.6 hrs maximum. Temperature, Non-Operating: -40 to +60 ?C. Temperature, Operating: -25 to +44 ?C. Vibration, Non-Operating: MIL-STD-810E Method 514.4 Cat 1. Vibration, Shipboard: MIL-STD-167 Type 1, 5 to 40 Hz. Shock, Non-Operational: MIL-STD-810E Method 516.4 Proc IV. Shock, Operational (Launch): 60G, 2 msec longitudinal 50G, 2 msec transverse/vertical. Pressure, Non-Operating: 89.6kPa (1.7 psia). Humidity, Non-Operational: 2.5 to 95% Relative Humidity, Non-condensing. Humidity, Operational: 2.5 to 70% Relative Humidity, Non-condensing. Electromagnetic Interference: MIL-STD-461 Class A4 Requirements CE101, CE102, RE101, RE102, CS101, CS109, CS114, RS101, and RS103. Atmosphere, Operational: Dry Nitrogen/Helium Mixture.
