Description
The U.S. Geological Survey (USGS) has a requirement provideing the comprehensive anaylsis of fracture and lithophysae geometry and variability in the Tropopah Spring Tuff formation. The project will have and existing FracMan fracture model and statistical analysis reviewed by experts. Qualify and updated version of Fracman (Frac Works XP) for the Windows XP operating system to expand the number of fractures that can be handled and enhance presentation of program output. The qualification of Frac Works XP will be considered complete when the software has met all requirements of the Quality Assurance Requirements and Description (QARD) document, Supplement I and LP-SI.11Q-BSC Rev.0 ICN2 or successor procedure has been placed on the Department of Energy (DOE) Software Baseline Report. The procured services shall meet all applicable requirements of the QARD (DOE/RW-0333P) and procedures that implement the applicable requirements, including Yucca Mountain Project Branch Quality Management Procedures and procedures owned by the Management and Operating contractor, BSC. Based on information available at this time, and in accordance with 41 U.S.C. 253(c) (1), implemented by FAR 6.302-1, the Government considers the supplies specified as a sole source from: Golder Associates, Inc., FracMan Technology Group, 18300 NE Union Hill Road, Redmond, WA 98052 the developer of the FracMan and FracWorks modeling code and proposes to negotiate a contract with that firm on that basis. However, should additional sources be identified, they will be considered. Firms who feel that they can furnish the required item or its functional equivalent (based upon the criteria specified herein) are invited to submit in writing an affirmative response to this announcement. An affirmative response would include literature, brochures, and such other materials which correspond to the required items stated herein. This information will be evaluated and used to determine if competitive opportunities exist. Since no solicitation document exists, requests for such documents without accompanying information will be considered non-responsive to this request without further consideration. This notice may represent the Government's only official notice of this procurement.
