Description
Note: Change in Point of Contact for General Services Administration, Region 8, Federal Technology Services, Network Services Division, intends to issue a Request for Proposal (RFP) for the following services: Questions concerning this procurement or requests for coopies of solicitation should be addressed to; Julia Trautman Julia.tratuman@gsa.gov GSA - Federal Technology Service (8T) Denver Federal Center W. 6th Ave. & Kipling Bldg. 41, Rm. 111 Denver, CO 80225-0526 Telephone: 303-236-7489 Product Requirement Description: GSA Region 8 has a requirement for non-personal services for local network exchange access and off-premise switching telecommunication service in all six (6) GSA Region 8 states. Services will be required at numerous locations (see location list below) throughout the six state service area. The purposed contract is for two (2) years with three (3) one-year options. The local exchange service provider, herein referred to as ?offerors?, shall provide local telecommunication service at all of the GSA customer locations in Wyoming, Montana, North and South Dakota, Colorado (excluding the Denver MAA footprint) and Utah (excluding the Salt Lake City MAA footprint), replacing the existing Circuit Switched services (CSS) and Dedicated Transmission Service (DTS) service. Circuit Switched Services (CSS) include Local Voice Service (LVS) and Circuit Switched Data Services (CSDS). LVS includes business line service, off-premises switch-based voice service, access to key systems, and access to Private Branch Exchange (PBX) systems. Business line service provides a customer with a single voice-grade telephonic communications channel that can be used to place or receive one call at a time. CSDS includes ISDN business line service, ISDN off-premises switched-base voice, ISDN access to key and PBX systems, ISDN BRI and ISDN PRI service. This service also provides connection of a customer single station set or a facsimile machine to the public switched telecommunications network. Dedicated Transmission Service (DTS) includes local DTS and DTS access to an Inter-Exchange Carrier Point of Presence (IXC POP). Local DTS provides dedicated connections between customer locations within a local dialing area. This includes connection between two customer locations via DTS. DTS access to an IXC POP is the dedicated connection between a customer organization location and an IXC. This includes access from a local switching system (PBX or Key System) to an FTS POP (example; Sprint, MCI, etc.). Off-premise voice grade telecommunications internal and external system switch and local and long distance network access herein defined as ?Dial Tone?. Dial Tone is a single line service delivered to a customer/Government provided telephone, facsimile machine, modem, key system, hybrid PBX or equipment with various switching features. Features include but may not be limited to: intercom, call forward busy, call forward no answer, call transfer, toll restriction, call hold, call forward variable inside or outside of the system, 6 way conferencing, 3 way conferencing, incoming and outgoing caller ID, out going caller ID blocking, 900 call restriction, ANI suppression, speed calling individual / group, voice messaging equipment. The contract will also provide for service and access to the local commercial network, intra LATA and inter LATA commercial long distance vendor networks, local and long distance Government provided long distance networks and access to government provided or vendor provided voice messaging systems or equipment. This includes PIC (Primary Inter-exchange Carrier) and LPIC (Local Primary Inter-exchange Carrier) access to MCI (0222) or Sprint (0333) FTS 2001 Network carriers. The contract will include MAC?s (moves, adds and changes) for Dial Tone lines and features on a per unit, fee basis. The offerors shall provide the local loop (including local switching and associated features), local transport between terminating locations within the City/ State service area, access to local long distance services, and access to and from inter-exchange carriers. The Contactor shall also provide dedicated circuits between sites within the City/State service areas as well as between a GSA customer site and an IXC POP. Dial Tone lines will be installed initially and on an on-going basis as needed at multiple locations within City/State service areas. Facilities are required to have expansion for growth. The contract will require: Redundancy, load-sharing circuits, power backup, on-line diagnostics, with equipment and service engineered to provide a 99.99 % reliability. The services will include full switching system maintenance including wire maintenance up to the minimum point of presence at each user?s premise at no additional charge. In addition loop extensions, installation and maintenance, up to and including the terminating jack in the customers premises are required as part of this contract. The offerors shall provide a toll-free trouble reporting number that is available on a 24/7 basis. The offerors will also provide for upgrading the existing service as required, new technology as it becomes available, and provide expanded services such as industry standard DSL, ISDN-BRI, VoIP and IP telephony. All offerors responding to this synopsis that have the ability to furnish the above telecommunication services are requested to give written notification to the acquiring office listed in this notice within 15 days from the date of this synopsis. Replying offerors may request a copy of the solicitation when it becomes available. All information is to be furnished at no cost or obligation to the government. Offerors need to provide Company name, point of contact name and telephone number, FAX number, e-mail address, mailing address and whether they are a large, small, disadvantaged and/or woman-owned business with their response. The scope of this solicitation includes all telecommunications services, features, functions, and offerings that will be generally available as part of the offerors commercial offerings as well as offerings available in the commercial marketplace, during the term of the contract.
