There have been 2 changes to this document The term for the Domestic Contract has been changed to a three year contract- May 1, 2006 - April 30, 2006. There are two two-year unilateral options that may be exercised at the discretion of the USPS. And 1.6eb Subcontracting when the supplier uses vessel-sharing or slot chartering agreements, unless approved by the contracting officer, the supplier must employ only companies that would qualify for direct award of the segment. Solicitation No. 5BSMTR-06-A-0008, a Request for Proposals issued on February 23, 2006 The U. S. Postal Service hereby solicits fixed price proposals for ocean transportation for the movement of consolidated mail in containers or loose sack by VOCC (vessel-owning common carrier) ships between Oakland, CA, Honolulu, HI, Guam, American Samoa, CNMI (Commonwealth of the Northern Mariana Islands), and FAS (Freely Associated States) in the Pacific Area. The origin and destination country ports are as listed in Attachment 4.1: Segment Service Requirements of this solicitation. Proposals are solicited to ship companies who operate their own vessels and provide service as common carriers (?steamship companies") or (ii) designated agents of such companies. Offers will not be accepted from non-vessel operating common carriers (NVOCCs), freight forwarders, or other non-vessel operating entities. Offerors who propose the entire network will be preferred over those that offer portions of the network. This solicitation anticipates one network award, or awards based on an entire network. The USPS Interim Internal Purchasing Guidelines are hereby in effect. Contracts awarded under this solicitation will be for a term of 3 years beginning on May 1,2006, and ending on April 30, 2009, at 2359 local time.
