- This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the Internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Navy Sea Systems Command. The Naval Surface Warfare Center, Dahlgren Division, intends to increase the value of existing contract N00178-03-D-2019 with Northrop Grumman Defense Mission Systems, Inc (NGDMS) by modification. The period of performance will remain as it is currently and will run until 5 June 2008. This contract is an IDIQ cost plus fixed fee contract (with both completion and term type delivery orders) for highly specialized, critical and essential subject matter expertise to perform studies, analysis, tradeoffs, requirement analysis, design, development, test, certification and documentation and/or enhance existing combat system interface simulation, test and analysis systems associated with combat system development and life-cycle engineering support. In addition, this contract is used to procure, install and checkout simulators and test equipment at the various Land Based Test Sites (LBTSs) and/or shipyards. This systems engineering and equipment support is associated with, but not limited to, the Multiple Unit Link Test and Operational Training Systems/Multiple Link Test and Training Tool (MULTOTS/MLST3), Aegis Broadcast Network/Common Connectivity Device (ABN/CCD) systems, Distributed Sensor Simulation Systems (DS3), Automated Data Collection and Analysis systems (ADCAS), Link Monitor systems (LMS), Aegis Simulation Test and Training System (A-STATS) and ON-201 Emulator and associated secure voice systems. These services and systems are used at the Integrated Warfare Center (IWSL), Aegis Training and Readiness Center (ATRC), Surface Combat Sys tem Center (SCSC, Combat System Engineering Development Site (CSEDS) and the Naval System Computer Center (NSCC). These systems are also used at various other locations around the world including but not limited to ATRC detachments, the Integrated Combat Systems Test Detachment (ICSTD, Pax River, Dam Neck and various other locations to support tactical systems development and maintenance. NGDMS is the sole designer, developer and manufacturer of the unique combat system interface simulation systems, system upgrades, trade studies and equipment installations being procured under N00178-03-D-2019. Therefore, this value increase achieved by modification will be sole source to NGDMS, as was the original requirement awarded on 5 June 2003.
