- This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.eps.gov and the Navy Electronic Commerce on Line (NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Navy Sea Systems Command. The Naval Surface Warfare Center, Carderock Division, Philadelphia, PA intends to issue a solicitation for engineering services for the redesign and fabrication of a full-scale pre-production Heat Pipe Bleed Air Cooler (HPBAC), for demonstration aboard a DDG-51 class ship. Offerors will be required to submit technical and cost proposals containing information necessary to evaluate the offeror?s ability to provide services to successfully support the scope of work. This procurement is 100% Small Business Set-Aside. Award will be made on a technically acceptable, low cost basis. A firm fixed price contract is anticipated. Solicitation will be available to download from FEDBIZZOPPS or NECO.Navy.mil on or after 15 April 2006. The solicitation package will be available electronically ? no hard copies will be sent.
