Description
This notice and any future announcements will be posted to both the Federal Business Opportunities (FBO) page located at http://www.eps.gov and the Navy Electronic Commerce on Line (NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the Internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Navy Sea Systems Command. The Naval Sea Systems Command intends to release a 100% HUBZone Set Aside Request For Proposal (RFP) on or about 17 March 2006 for the procurement of ten (10) Mini Armored Troop Carriers. Of this total quantity, four (4) MATCs are the firm quantity; six (6) MATCs are options. The NAICS Code for this procurement will be 336612 (Boatbuilding), which constitutes a Small Business Size Standard of 500 employees. The contract type is Firm-Fixed Price. The MATC shall be new construction. The delivery schedule requires the firm quantity of two (2) MATCs to be delivered over an 8 month period and two (2) MATCs to be delivered over a 9 month period. The solicitation will include a Drawing Package and Specification. Technical and Price Proposals will be required. Principal characteristics of the MATC follow. The craft is being procured for use by Colombia in its riverine counter-narcotic efforts. A specification package will be issued to prospective Offerors, including drawings, which reflect the original circa 1975 construction, a boat information book, which reflects systems per recent refurbishment work and specification requirements. MATC length over all will be 36 ft, with a beam of 13 ft, a full load draft of 2 ft, full load displacement of 31,400 lbs and a hoisting weight of 27,200 lbs. The propulsion system will be two 6V92 Detroit Diesel engines (GFE) and North American Marine waterjets (CFE), to match craft already in Colombia with such configuration. The electrical system is 24 VDC and fuel capacity is 420 US gallons. Troop capacity is 14. Construction is welded aluminum with port and stbd titanium siding and additional armor at the coxwain?s station and around the engine room. The winning Offeror will be required to coordinate its design effort, with respect to follow on communications systems installations, with the Government?s support contractor, and to provide information for inclusion into an updated Boat information Book. The Offeror will be expected to produce an approved design package for production of the craft.
