- The Naval Air Systems Command (NAVAIR) intends to enter into sole source negotiations and subsequently award a Firm Fixed Price contract to Raytheon Missile Systems on a Sole Source Basis for the procurement of approximately 1,946 JSOW Unitary AGM-154C (Navy and FMS) and AGM-154A-1 (FMS only) weapons, as well as related equipment, services, and documentation. The proposed contract will procure the Fiscal Year 2007 (FY07) Full Rate Production Lot Three (FRP 3) through Fiscal Year 2009 (FY 09) Full Rate Production Lot Five (FRP 5) quantities of the Joint Standoff Weapon System (JSOW) AGM-154C JSOW Unitary variant and all associated containers, hardware, and support to meet Unitary FY07 ? FY09, FRP3 ? FRP5. The estimated dollar value of this acquisition is $563,000,000.00. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This acquisition is being pursued on a sole source basis under the statutory authority 10 U.S.C. 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. Unless otherwise stated herein, no additional written information is available. Request for the same will be disregarded. A determination by the Government not to compete this effort is solely within the discretion of the Government. GENERAL INFORMATION: Raytheon has a unique knowledge base of the Joint Standoff Weapon (JSOW) as a result of its design, development, and modification of these weapon systems since the early 1990s. Accordingly, Raytheon Missile Systems is the sole designer, developer and manufacturer of the JSOW weapon system and is the only known firm with the necessary knowledge, technical data, equipment, facilities, and experience with the JSOW missile design, mission planning software, and production and test support equipment to perform this effort within the required timeframe.
