Description
This proposed procurement is a Service Disabled Veteran Set-Aside. The Associated NAICS code is 236210 with a size standard of $31,000,000.00. Airfield Vehicle Support Facility (AVSF), Fort Drum, New York is being advertised as a Request for Propos al (RFP). This request for proposal requires separate technical and cost proposals to be evaluated based on the FAR Part 15 Lowest Priced Technically Acceptable (LPTA) procedures for award of the project. The intent of the Government is to award a firm-f ixed price contract for the design and construction (design-build) of the new AVSF Project at Fort Drum, New York. Design and construction shall comply with the specifications and requirements contained in the RFP. The design and technical criteria conta ined and cited in RFP establish minimum standards for design and construction quality. The estimated price range for this project is $5,000,000.00 to $10,000,000.00 and a bid bond is required with submittal of the proposal. The completion period is 540 c alendar days from receipt of Notice to Proceed (NTP). All firms including small businesses are encouraged to Joint Venture if necessary. The scope of work for the RFP includes the design and construction of one AVSF building and concrete apron area. Acc ess for persons with disabilities will be provided in all areas. This project includes all structural, mechanical, electrical, plumbing, and information systems. Anti-terrorism/force protection will be provided by structural reinforcement, special window s and doors, and site measures. Alternative types of construction will be allowed including: traditional construction, modular, panelized, pre-fabricated/pre-engineered, and tilt up methods. Supporting facilities include water, sanitary sewer, electrical , gas, storm drainage, information systems, fire alarm and protection systems, mass notification systems, roadway, parking, lighting, sidewalks, paving, signage, landscaping, and site improvements. The media selected for the issuance of solicitation and am endments shall solely be at the discretion of the Government; accordingly, the media utilized for this project are the Internet and CD-ROM. A registration page is attached to the website, and prospective offerors are required to register to receive notice of any amendments and or addenda that may be issued to the solicitation. Utilization of the intern et is the preferred method, however, CDs will be available upon written request stating the solicitation number, or project name, complete company name and street address (we will not deliver to P.O. Boxes), telephone and facsimile number (including area c odes). Make check or money order payable in the amount of $10.00 to FAO, USAED, N.Y. Solicitation documents for this construction effort will be available on or about 28 March 2006. The estimated proposal due date is on or about 27 April 2006 at 2:00 P. M. Registration Requirements: DFARS 252.204-7004 Required Central Contractor Registration (CCR) applies to this procurement. Prospective contractors must be registered in the Department of Defense CCR database prior to award. Lack of registration in the CCR database will make an offeror ineligible for award.
