Description: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement con stitutes only the solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is issued as a request for quotation for small business set-aside service disabled veterans utilizing the associated NAICS code 811219, $6,000,000 small business size standard. Solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular. Provision at 52.212-1, Instructions to Offerors Commercial Items, and provision at 52.212-2, Evaluation Commercial Items, applies to this acquisition. Offerors shall include with their offer a completed copy of the provision at 52.212-3, Offeror Representations and Certifications - Commercial Items. Clauses 52.212-4, Contract Terms and Conditions Commercial Items, and 52.212-5, Contract Terms and Conditions Required to Implement Statues or Executive Orders Commercial Items, are applicable to this acquisition. The Nashville District U.S. Army Corps of Engineers intends to issue a Request for Quote (RFQ), W912P5-06-T-0013, for the acquisition of supplies and services to replace the existing Miter Gate soft start controllers at Wilson Lock at River Mile 259.4 on t he Tennessee River. The contractor shall be responsible for engineering, modification of the existing control wiring diagram for the new system, system design drawings, as-built documentation and system commissioning. The contractor shall update drawings on site as soon as modifications occur. The contractor shall also be responsible for providing a plan for installation of the new control system. The contractor shall also furnish the required components for completion of the project. A final acceptance te st must be performed before the project is considered complete. As-built drawings must be submitted within 14 days of project completion and drawings must be in accordance with the Corps of Engineers standards. A mandatory site visit was conducted March 1, 2006, at 10:00 a.m. Central Standard Time, 11:00 a.m. Eastern Standard Time, for contractors to visit the site and view all documents and equipment. The Government intends to award a firm-fixed price contract based on best value. The contractor will b e evaluated on their (1) technical capability of the item offered to meet the Government requirement (installation plan and schedule), (2) price, and (3) past performance (to include two like jobs within the past 3 years, description of job, location of j ob, contract dollar value, and the customers name and telephone number). DELIVERY AND SITE VISIT ADDRESS: The delivery date for all materials to be on site is no later than April 28, 2006, at the Nashville District U.S. Army Corps of Engineers, Middle Tennessee River Area, Wilson Lock, 704 South Wilson Dam Road, Florence, AL 35630. The duration of the project is approximately three weeks, starting from date of contract award and ending anytime before April 28, 2006.
