Description
This is a combined synopsis and solicitation for the following commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. All responses to this Solicitation/Request for Quote (RFQ) must make reference to Solicitation Number FA2816-06-T-0011. This acquisition is set-aside for Small Businesses. The North American Industry Code (NAIC) associated with this requirement is 511120, Periodical Publishers, with a small business size of 500 employees. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-17. Los Angeles Air Force Base has a requirement for access to an on-line Federal Legislative tracking system, Contract Line Item Number 0001. The subscription shall include access to the following sources for up to ten (10) assigned users: Real-time access to a weekly and daily publication with an archive back to 1996. Current and future schedules for all committees and subcommittees updated twice daily and including dates, items, locations, agendas, contact information, witnesses, and bill numbers. Must be searchable by key words, bill number, committee, and subcommittee and date. Bill reporting to include legislative histories detailing all offered amendments, member speeches (w/brief description), listing of sponsor and all co-sponsors, official and brief title, original introduction date, related and incorporated bills. Legislative histories to include active links to the Congressional Record, floor votes, amendments, future action and speeches. 1-5 page bill summaries and unbiased analysis of 50% of all legislation introduced in Congress with the option for users to request specific bill analysis at no additional charge. Detailed reporting of committees and subcommittees to include same day coverage of all open markups, and any that are closed, with roll call votes and vote breakdown posted within an hour or so of the markup. Must include committee rosters updated as necessary to maintain accuracy. Email alerts with ability to search bill text, congressional record, committee reports, news stories, schedules and all other purchased databases. Search options must include keywords or phrases, bill numbers, committees, members, date and custom bill or word lists. Real-time access to House Action Reports with summaries and analysis of every bill scheduled for floor consideration. Includes a summary and listing, in advance, of every expected amendment to be offered. Also includes analysis of major bills sent to the floor for consideration with up dates summarizing floor and conference changes. Conference summaries include details made available prior to release of the conference. Member profiles to include profiles of all members of Congress and key staff. Information to include a brief and detailed bio plus district and/or state descriptions, contract information and staff current committee assignments, businesses and major employers, higher education and media, election statistics, campaign finance and vote for president, voting studies, key votes, interest groups, post offices and zip codes. Floor votes with descriptions of votes, bill number, totals and type of vote (i.e. passage, motion, etc). Searchable by keywords or phrases, amendment/motion sponsor, bill numbers, chamber, vote numbers and action/event date. Access to historical information previously available through Washington Alert with archives back to 1983, Gavel to gavel hearing transcripts of between 90-110% of all defense-related committee and subcommittee hearings held. Updated several times daily with transcripts posted within 24/48 hours. Advanced web functions to include ability to create user defined search lists (members, words, votes, bills), advanced search capability (including ability to search back to or simultaneously) and cross-source searching. Tailored bill reports from a chart of major milestones to a detailed legislative history. Ability to use personalized bill lists to quickly generate report, 24/7 access to the site, plus daily telephone support and training on how to conduct in-depth searches, follow breaking developmen, track legislation and crafting or editing custom alerts. The subscription service should be CQ.COM or EQUAL. The proposed contract shall be for a one-year period. Service to be accessed from LAAFB, EL Segundo, and CA 90245. The following FAR clauses and provisions apply to this requirement and can be viewed through Internet access at the AF FAR Site, http://farsite.hill.af.mil: 52,212-1, Instructions to Offerors-Commercial; 52.212-2; Evaluation-Commercial Items, paragraph (a), The Government will award a contract resulting from this solicitation to the responsible offeror whose quote, conforming to the solicitation, will be most advantageous to the Government, price and price-related factors considered: 52.212-3, Offeror Representation and Certifications - Commercial Items; 52.212.5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders ?
