FA860406R7475-Request for GeoSource - RTB -AMENDMENT 1 This amendment is for the purpose of posting the Sole Source Justification. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Proposals are being requested and a written solicitation will not be issued. The Request for Quotation (RFQ) number is FA8604-06-R-7475. This solicitation and incorporated clauses/provisions are those in effect through Federal Acquisition Circular 2005-07 effective 02 Feb 2006 and Class Deviation 2005-o0001 and DFARS Current to Change Notice 20060223. The solicitation incorporates by reference the following clauses: FAR 52.204-7, 52.212-1, 52.212-3, 52.212-4, 52.212-5, and DFARS 252.204-7004 - Alternate A, 252.212-7001, 252.227-7013, and 252.227-7014. NAICS Code: 511210. This is a sole source requirement IAW FAR 6.302-1 to SDS International, Fredericksburg, VA the only designer, developer, manufacturer, and supplier of the items in the attachment and below that meets the Government?s requirement. CLIN ITEM Description Quantity 0001 GeoSource-RTB Rapid Terrain Building Software 1 Rapid terrain Which allows users to rapidly produce Generation module Geo-specific, photo-realistic, round-earth Visual/sensor databases. Please note if manufacturer requires a license agreement to be signed by government, the terms and conditions of that agreement are required to be in compliance with all Federal Laws, Statutes, and the Federal Acquisition Regulation. SDS International, Inc., 1320 Central Park Blvd, STE 300, Fredericksburg, VA 22401, is the only known source that can satisfy the government's requirements (AFRL/HECB) in accordance with FAR 6.302-1(b)(1)(ii). No other company produces a software terrain database tool that allows a user, verses a highly trained database generation technician, to rapidly generate round-earth, geo-specific, high-fidelity databases using government source data with optimized run-time performance for both ground (including MOUT) and flight based applications and is compatible with the government current system. Our requirement is for a tool that can rapidly (within 10 hours) create military operations in urban terrain (MOUT) types of databases from government data file formats: GEOTIFF, NITF, DTED 1 & 2 and ESRI shape files: linear (roads), point features (buildings), and areals - (tree boxes). The database generated must be compatible with our current LiteFlite?, BATCAM, AeroVironment, inc. RAVEN & Pointer Sim, and Spectator/NEXWARS simulations and be compatible with other AAcuity? IG equipped simulators such as future versions of the FATS Inc. IFACT 300D that support such rapidly generated terrains. The objective is to provide easy-to-use, cost-effective in-house rapid terrain generation capabilities to support rapidly-evolving research activities using highly-realistic, geo-specific locations, thus saving significant time and money over an approach that relies upon out-sourcing terrain generation tasks. At a typical outsourcing cost of over $25K per database, the tool would save hundreds of thousands of dollars over a very short period, while ensuring flexibility and adaptability through direct user control. The other alternative, the in-house use of other database generation tools, would typically take 4-5 fives times longer than using the SDS tool and would require the hiring of a full time database engineer. This approach would not only lengthen database generation turn-around times, but would also require additional manpower and the added expense associated with that position. The first year's added manpower costs alone would more than pay for the terrain generation tool. In summary, The GeoSource-RTB(tm) rapid terrain generation tool is required to effectively mature and evaluate human factor issues associated with BATMAN and BAO equipment (HMD, TAC Earplug, speech recognition, etc.) in a relevant, simulated environment and alternative approaches could delay our schedules as much as a year. The estimated value of the procurement is approximately $86,000. 2. This procurement will be synopsized in accordance with FAR Part 5 3. AFRL/HECB will continue to monitor the market to determine the existence of other potential sources that can provide the level and type of radiometer technology required by the government. 4. Therefore, it is hereby determined, SDS International is the only responsible source qualified to meet the government's requirements for this procurement. Randy S.
