Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation number (RFQ 0151804) incorporates provisions and clauses in effect through Federal Acquisition Circular (FAC) 05-08. This requirement is 100% small business set-aside and the associated NAICS code is 541511 and the small business size standard is $21,000,000 employees. This will be a firm-fixed price contract. The estimated amount for this procurement is approximately $74,250. The Federal Bureau of Investigation plans to award a purchase order, on a sole-source basis, Intelligent Devices, 300 Redland Court, Ste. 204, Owings Mills, MD 21117 for the purchase of five Speech Extraction System (SES). The SES is an advanced forensic audio recovery toolkit consisting of a single shell containing multiple plug-ins. SES uses a high level graphic interface that emulates conventional physical hardware. It may be operated as a disk based file processor or in real-time for live audio enhancement. It supports up to four talkers and allows each to be processed individually. Scene automation allows tracking situations such as walking through different rooms. Full library functions allow total save and recall for automated processing. All responsible sources may submit a quotation for this announcement clearly identifying how they can fulfill this requirement. Interested persons may identify their interest and capability to respond to the requirement by submitting a quotation to include product/functional specifications/ descriptions. This notice of intent is not a request for competitive proposals. However, all data received within ten days after the date of publication of this synopsis will be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government.
