Description
This is a notice of intent, not a request for a proposal. A solicitation document will not be issued and proposals will not be requested. The National Institute on Drug Abuse (NIDA), Station Support/Simplified Acquisition (SS/SA) Branch on behalf of the National Institute of Neurological Disorders and Stroke (NINDS) intends to negotiate and award a purchase order on a noncompetitive basis to VisualSonics Inc. 3080 Yonge St, Suite 6100 Toronto, Ontario, Canada M5N3N1, for an Upgraded Vevo 770 120 v Imaging System (all accessories). The NINDS specific aim is to increase the imaging capability of the Mouse Imaging Facility by upgrading its current imaging system to improve high frequency ultrasound for non-invasively phenotyping and study of transgenic mice. The specific objective is to obtain software and hardware upgrades to provide greater frames/second imaging, and handheld/ mountable transducers for easier scanning. In order for the NIH to continue its research this Imaging System has become critical in our mission. There are several NIH protocols that the Vevo 770 Imaging System is vital to the outcome of there research under; NHLBI Protocol #H-0083 ?The Biology of Stem Cells in BMI-1 Knockout Mice, under the Principle Investigator, Dr. Finkel and NHLBI Protocol #H-0078, ?Cardiac Response to Biomechical Stress through Myocardial Infarction and Aortic Banding in P21 Knockout and P27 Knockout Mice,? under the Principle Investigator Dr. San. The delivery date is April 30, 2006. This sole source acquisition therefore is justified under the authority contained in 41 U. S.C. 253 ? (1) and FAR 6.302-1 (a) (2) to make such acquisitions when only one source can meet the agency?s needs. Far 6.302-1(a) (2) states that: ?When the supplies or services required by the agency are available from only one responsible source, and on other type of supplies or services will satisfy agency requirement full and competition need not be provided for.? The North American Industry Classification (NAICS) Code is 334516 and the Size Standard is 500. This requirement is prepared and administrated using simplified acquisition techniques and is exempt from FAR Part 6, Competition Requirement. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely with the discretion of the Government. Comments to this announcement, referencing synopsis number NO1-60059 may be submitted to the NIDA, Station Support/Simplified Acquisition Branch, 31 Center Drive, 1B59, Bethesda, MD 20892, Attention: Rosie C. Owens Contracting Officer.
