Description
This requirement is being procured and an award will be made in accordance with FAR Part 13, Simplified Acquisition Procedures. The office of the National Marine Fisheries Service (NMFS) located in Seattle, WA intends to award a contract for Developing a PIT-TAG Detection System to Provide Straying Estimates for Columbia River Tributaries. Background National Marine Fisheries Service (NMFS) has a project that is investigating the feasibility of developing a PIT-tag detection system to provide straying estimates within a Columbia River tributary identified as having high straying rates for ESA-listed salmonid stocks. PIT tags have been used for over 20 years to permanently identify individual fish. Through research and testing PIT-tag technology has been shown to be a reliable and effective method of identification and monitoring. PIT-tag technology has evolved to the point in which multiple antennas can be installed to cover streams with 50? widths. In 2006, Digital Angel will begin to manufacture an improved tag model, which will enable us to design larger antennas that hopefully will allow us to develop a PIT-tag system that can cover the larger river widths needed for this project. Tasks 1. Conduct surveys of selected tributaries to identify potential locations for installing PIT-tag detection systems. This task will include reviewing topographical maps, interviewing landowners, and determining the amount of recreational use. An important criterion for the selection will be finding landowners willing to have the land-based equipment installed on their property. 2. Conduct electromagnetic interference (EMI) monitoring using Digital Angel transceivers of one or two potential locations identified by the above survey. This involves setting up test antennas with a transceiver and recording levels of EMI over 2 weeks. The data then need to be analyzed to determine if there are acceptable levels. 3. Obtain necessary permits for installing the PIT-tag antenna arrays into the selected tributary. Paperwork needs to be filled out to obtain the required state and federal permits for installing structures into navigable waterways. Depending on the selected site, permits might also be needed for installing the land-based equipment. 4. Work with NMFS to design and test larger antennas in the laboratory. The scale of the candidate tributaries dictates that antenna research and development will be a primary component of the project. As the antennas get larger, structural issues are as important as electronic ones. For example, we anticipate needing antennas that are designed to minimize their impact on boat navigation. The period of performance is April 2006 through March 2007. This notice may represent the only official notice. This is a simplified acquisition with an estimated value of less than $100,000. The Western Administrative Support Center, Acquisition Management Division, requires that all contractors doing business with this acquisition office must be registered with the Central Contractor Registry (CCR) before October 1, 2003.
