Description
The U.S. Department of Commerce, NOAA intends to award a contract to AgResearch, Ruakura Research Centre, East Street, Private Bag 3123 Hamilton, New Zealand under the authority FAR 6.302-1 through solicitation EA133C-06-RQ- 0304. Only one responsible source is available to satisfy the agency requirement for Brevetoxin Analytical Reagents. (15 each - Sepharose anti-brevetoxin immunoaffinity first production columns; 2 each - Immunoaffinity column method and analysis for urine and liver; 50 each - Sepharose anti-brevetoxin immunoaffinity bulk production columns ; 1 ml - Protein G purified sheep anti-brevetoxin antiserum; 1 ml - Brevetoxin affinity purified anti-brevetoxin antiserum; 4 250 ug - Brevetoxin-cysteine conjugate reference material (m/z 1018)>95% purity; 4 250 ug ? Brevetoxin-cysteine sulfoxide conjugate reference material (m/z 1034)>95% purity.) Brevetoxins are produced by Florida Red tides and are responsible for yearly mortality events of marine animals. The primary brevetoxin produced by red tide algae, brevetoxin-2 is rapidly metabolized and is most commonly found as conjugates that appear to retain toxic potency. AgResearch Science has produced antibodies to brevetoxin which have been the sole immunological reagents used by NOAA for detection of brevetoxins in marine and laboratories animal species. Studies published by NOAA have determined that this antiserum detects the major toxin metabolites in mammals. Additionally, AgResearch has developed a proprietary method to produce brevetoxin conjugate reference materials. The antiserum developed by AgResearch Science has been determined to be effective in the long term detection of brevetoxins in blood and animal tissues. This research has been published in two peer reviewed articles authored by NOAA: Environmental Health Perspectives 111:1595-1600 (2003) ibid 113:11-16 (2004). The presence of the brevetoxin-cysteine conjugate (m/z 1018) and brevetoxin-cysteine sulfoxide conjugate (m/z 1034) have been determined to be the primary metabolites in the urine of animals treated with brevetoxins. This research has been published by NOAA: in. Toxicological Sciences, 85:839-846 (2005). NOAA has confirmed that no synthetic approaches have been reported for the brevetoxin conjugates through the Association for Official Analytical Chemists Task team on Marine Toxins, an internationally recognized assemblage of marine toxin chemists. Interested persons may identify their interest and capability to respond to this requirement. This notice is not a request for competitive proposals. All information received by 4:00 p.m., EST, 04/03/06 will be considered by the government. A determination by the Government not to compete this proposed acquisition based on responses to this notice is solely within the discretion of the government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.
